About Aus4Skills Vietnam

Aus4Skills is a DFAT-funded program supporting Vietnam in accessing and using high-level professional and technical knowledge, skills, and competencies to contribute to the country's sustainable economic and inclusive development. The program includes initiatives such as the Vietnam Australia Centre (VAC), Australia Awards Scholarships, Alumni Engagement, and capacity building in higher education and vocational training.

 

Position Overview:

As the MEL Coordinator, you will play a critical support role in coordinating data collection, analysis, and reporting to ensure quality monitoring, evaluation, and learning results for the program. Working closely with the MEL Manager, you will support the implementation of MEL activities outlined in the 5-year MELS Strategy and Annual Plans, ensuring alignment with organisational objectives.

 

Key Responsibilities:

  • The MEL Coordinator is responsible for coordinating designated aspects of the quality implementation of data collection, analysis and reporting to ensure quality monitoring and evaluation results for the Program. The position will play a critical support role to the MEL Manager across all elements of Aus4Skills' MEL activities.
  • Contribute to achieving reliable and valid data sets and reporting in accordance with the MEL Frameworks, with data sets including but not limited to, the program's Alumni Development Impact Surveys (ADIS), participant and partner surveys/focus groups, case studies, and periodic evaluations.
  • Coordinate and contribute to ADIS surveys and reporting specified in the MEL Plan, including supporting subcontracted organizations involved in data collection and report writing
  • The MEL Coordinator also supports MEL team to plan and implement MEL activities which are outlined in the 5-year MEL Strategy (MELS) and the Program's Annual Plans, ensuring alignment with organisational objectives with support and guidance from MEL manager.

 

Selection Criteria:

  • Tertiary qualifications in an appropriate field of study such as monitoring and evaluation, management, education, gender studies, social sciences, or other development-related fields.
  • At least 3 years of relevant experience in related field such as monitoring, evaluation, or statistics, data management for multilateral or bilateral development projects; in the fields of human resource development or education management highly desirable
  • Demonstrated experience in implementing MEL activities for a program or organisation including experience in a range of data collection methodologies, management and analysis, including qualitative analysis
  • Demonstrated strong computer skills, including proficiency in database management and analysis tools such as advanced Excel techniques and Power BI, coupled with analytical skills for both quantitative and qualitative analysis, and report writing.
  • Knowledge of gender equality principles and practices in development aid
  • Inter-personal and communication skills for building and maintaining relationships, reporting, delivering messages and identifying and managing issues, with strong oral and written proficiency in Vietnamese and English language
  • Knowledge of Australia and Vietnam's education and/or development and international engagement priorities, an advantage
