Mekong-Australia Partnership Support Unit (MAP)

The Mekong-Australia Partnership Phase 2 Support Unit (MAP SU), funded by the Australian Government's Department of Foreign Affairs and Trade (DFAT), aims to provide efficient and effective support and enabling services, and delivery of selected MAP activities as directed by the Mekong Hub at the Australian Embassy in Bangkok, Thailand to ensure that Australia is a trusted and visible partner in supporting a resilient, inclusive and sustainable Mekong subregion.

MAP SU delivers the Leadership and Skills program and enabling services for the Transnational Crime (MAP-TNC) program. It also supports programming by providing administrative, logistical and/or technical support and assistance in the execution of parts of MAP such as organising events, conducting training or managing specific components.

About the role

The MEL Adviser provides strategic leadership and technical oversight for monitoring, evaluation, and learning across the Mekong-Australia Partnership Support Unit (MAP SU). Reporting to the Executive Director, you will design and implement a fit-for-purpose MEL system aligned with DFAT standards, ensuring continuous learning and accountability. The role works closely with DFAT, implementing partners, and internal teams to embed learning, promote data-informed decision-making, and ensure MEL approaches are ethical, inclusive, and locally relevant. You will supervise MEL team members, generate high-quality evidence, facilitate reflection, and guide the strategic use of MEL insights to shape program design, implementation, and communication.

Key responsibilities

  • Lead the implementation of the MAP SU MEL Framework, ensuring alignment with DFAT standards.
  • Oversee high-quality data collection and analysis using both qualitative and quantitative methods.
  • Provide technical oversight and support to MEL team members, including work planning and capacity building.
  • Ensure MEL approaches are ethical, inclusive, and locally relevant.
  • Prepare and assure quality of MAP SU annual reports, progress reports and evidence products.
  • Facilitate program reviews, learning products, and knowledge sharing across stakeholders.
  • Ensure compliance with DFAT and Tetra Tech standards, including gender equality, disability, and social inclusion.

Selection criteria

  • Tertiary qualifications in international development, monitoring and evaluation, social sciences, or related field.
  • Minimum 10 years' experience in MEL roles, including framework development and applied program learning.
  • Demonstrated MEL leadership within DFAT or donor-funded programs, preferably in Southeast Asia.
  • Strong understanding of DFAT performance and quality systems, including program logic and reporting.
  • Experience with both quantitative and qualitative MEL approaches and mixed-methods evaluations.
  • Proven ability to design MEL tools, prepare engaging reports, and facilitate collaborative reflection.
  • Excellent stakeholder management, team leadership, and communication skills (English required; Mekong language desirable).
