Mekong-Australia Partnership Support Unit (MAP)

The objective of the Mekong-Australia Partnership Support Unit (MAP SU) is to provide efficient and effective support and enabling services, and delivery of selected MAP activities as directed by the Mekong Hub at the Australian Embassy in Bangkok, Thailand to ensure that Australia is a trusted and reliable partner in supporting a resilient, inclusive and sustainable Mekong subregion. The Support Unit will deliver the Leadership and Skills program and enabling services for the Transnational Crime program. It will also support programming by providing administrative, logistical and/or technical support and assistance in the execution of parts of Mekong-Australia Partnership (MAP) such as organising events, conducting training or managing specific components of program delivery.


The Leadership and Skills multi-year program is a strategic, cross-cutting investment designed to deepen Australia's economic and security ties with the Mekong subregion (including Cambodia, Laos, Myanmar, Thailand and Vietnam) by facilitating access to Australian education and professional learning, and promotion of knowledge sharing and subregional cooperation. The Leadership and Skills program contributes to MAP portfolio outcomes by supporting diverse Mekong subregion leaders apply their skills and capabilities to contribute to development across MAP thematic areas and pursue joint, inclusive solutions to shared and transboundary challenges. With strategic guidance from the Mekong Hub and the Leadership and Skills Thematic Working Group, the program will deliver scholarships, short courses, masterclasses, regional dialogues, on-award and alumni engagement activities, including alumni grants

About the role

The Mekong Support Unit (MAP SU) is seeking a skilled and strategic Monitoring, Evaluation & Learning (MEL) Manager to lead the MEL function for its flagship Leadership & Skills Program. This is a rare opportunity to join the program at its inception, to co-design and implement a best-in-class MEL system.

You won't just be managing a framework; you'll be shaping it. This is a chance to move beyond routine reporting and create a dynamic system that truly fosters learning, adaptation, and accountability for one of Australia's most important aid initiatives in the Mekong region.

 This is a senior and hands-on leadership position. You will be responsible for:

  • Designing the MEL System: Take the lead in developing the program's Monitoring, Evaluation and Learning Framework (MELF) and Performance Assessment Framework (PAF), aligned with DFAT's rigorous standards and gender equality, disability, and social inclusion (GEDSI) principles.
  • Driving a Learning Culture: Implement a learning agenda that goes beyond data collection. You will facilitate learning events, reflection workshops, and real-time feedback loops to ensure our evidence is used to improve program delivery and outcomes.
  • Building Capacity: You will act as the go-to MEL expert, providing technical support, training, and mentorship to the program team and our implementing partners.
  • Telling the Story of Change: Ensure data and evidence are used to communicate our impact effectively to key stakeholders, including DFAT, Australian Government Agencies, and partner institutions.
  • Managing High-Quality Reporting: Oversee the collection of quantitative and qualitative data and manage the production of high-quality reports that are both timely and accurate.

Key responsibilities

  • Ensure MEL Framework supports outcome-level thinking.
  • Develop and update MEL data collection tools.
  • Review and update MEL Framework based on new evidence.
  • Lead implementation and maintenance of MEL Framework.
  • Ensure program outcomes and indicators remain relevant.
  • Update MEL plan and oversee data collection and reporting.
  • Coordinate qualitative and quantitative data collection.
  • Develop and implement targeted research studies.
  • Ensure timely and high-quality reporting.
  • Draft content for Annual and Progress Reports.
  • Prepare engaging and insightful reports.
  • Support development of evidence-based communication materials.
  • Drive continuous learning and adaptive management.
  • Develop and maintain learning products.
  • Provide quality assurance on MEL approaches and reporting.
  • Ensure MEL system meets DFAT's standards.
  • Support external evaluations and audits.

Selection criteria

  • Demonstrated experience in a MEL leadership or management position within a DFAT-funded or donor-funded program, preferably in Southeast Asia or similar contexts.
  • Extensive MEL Experience (8+ years): Proven experience in designing and implementing MEL systems for complex programs, particularly those with a focus on leadership development, education, or capacity building.
  • You are adept at using both qualitative and quantitative methodologies, and you're comfortable with data management systems and analytical tools.
  • Ability to translate high-level strategy into practical MEL plans and work effectively with diverse stakeholders to build consensus and ownership.
  • Strong understanding and/or transferable experience of DFAT's M&E standards and a commitment to integrating GEDSI and other cross-cutting issues into your work.
  • You can present complex information clearly and concisely to both technical and non-technical audiences.
  • This is a unique opportunity to build a MEL system that will serve as a model for future programs and make a tangible contribution to Australia's engagement in the Mekong.
