Project Summary:

USAID/Lebanon is a lead donor in education, water, and essential services and champions good governance and economic opportunity for low-income Lebanese citizens. The purpose of the Monitoring and Evaluation Program for Lebanon (MEPL) is to supplement the monitoring and program management efforts of USAID/Lebanon staff; and to verify, monitor and support USAID program performance in Lebanon over the course of five years. Information gathered and program support services through this project assists the USAID/Lebanon mission to make informed decisions and better manage USAID/Lebanon implementing partners' (IPs) performance throughout the country. The project supports the performance monitoring and reporting of Mission activities and projects, day-to-day information needed to make management decisions, and most importantly, field monitoring support to USAID/Lebanon staff, especially for activities located outside of greater Beirut.

Position Summary:

The Monitoring Specialist will work with the MEPL team to support performance monitoring of USAID/Lebanon-funded activities, including data verification and quality assurance, outcome and compliance monitoring. The Specialist will ensure robust, relevant, and rigorous data collection and quality control. The Specialist will also support the design of data collection instruments and monitoring approaches and manage the review of relevant activity data and documents. This position will coordinate with IP points of contact, conduct site visits, collect primary data based on the approved instruments and approaches. The Specialist will ensure the quality and reliability of the collected data and carry out analysis of the collected quantitative and qualitative data. Also, this role will draft high-quality reports concisely summarizing the findings, conclusions, and recommendations from the monitoring activities based on the collected data.

 

Responsibilities:

  • Support and/or lead development of data collection instruments for administration during site visits.
  • Support and/or lead development of monitoring approaches, including data collection plan, sampling plan, data analysis plan, and data quality assurance.
  • Ensure data collected is high quality and free from errors and in line with the technical design of the monitoring approach and relevant MEPL standards.
  • Travel to sites within Lebanon as needed to monitor activity progress and IP compliance with USAID regulations and/or achievement of relevant outputs and outcomes, including collecting primary data as required.
  • Clean and analyze data as it is received.
  • Prepare draft reports in clear and accurate English summarizing the findings, conclusions, and recommendations from the monitoring activity based on the collected data that adhere to MEPL quality standards.
  • Support and/or lead data quality assessments that MEPL may conduct for performance indicators used on Mission activities.

 

Qualifications:

  • Bachelor's degree in international development, social sciences, economics, or a related field is required. Master's degree is preferred.
  • Minimum seven years of experience in data collection, analysis, quality control, and technical reporting related to performance monitoring of donor-funded activities are required.
  • Experience with quantitative and qualitative research methods is required.
  • Experience with USAID programming approaches and relevant sectors where USAID works in Lebanon is strongly preferred.
  • Experience with USAID MEL approaches and tools, particularly ADS 201 and USAID's criteria for the quality of program performance data, is strongly preferred.
  • Experience with mobile and web-based applications is preferred.
  • Proficiency in Microsoft Office (Excel, Word, Outlook, and PowerPoint), SPSS or STATA, and qualitative analysis tools is required.
  • Strong management and communication skills, especially written, are required.
  • Fluency in professional English and Arabic is required.
