The Kiribati Australia Infrastructure (Te KAI)

The Kiribati Australia Infrastructure (Te KAI) program aims to provide a flexible and responsive mechanism to deliver small to medium value infrastructure projects in Kiribati that are of a high-quality, climate resilient, inclusive and purpose-built.

Key responsibilities

  • Manage the integration and delivery of program level performance in accordance with the head contract requirements including reporting deliverables.
  • Supporting the Team Leader to ensure the design and delivery of the projects comply with international standards and local requirements.
  • Deliver efficient and effective financial services within a strong policy and procedure environment that minimises fraud risk.
  • Supervise the end-to-end processes of procurements and purchases for the Te KAI team to procure goods and services for program activities.
  • Provide oversight of all in-country human resources operations.
  • Oversee all office administration operations to ensure effective and efficient management of all aspects of the program's administration.

Selection criteria

  • Tertiary qualifications in relevant, discipline (e.g. Bachelor of Commerce).
  • Leadership with the ability to coach and mentor more junior staff.
  • Proven ability to work with a multi-disciplinary team in a complex project management environment.
  • Proven experience in large development assistance program operations management including experience with donor contracts and requirements.
  • Strong experience in financial management and performance of development assistance programs including familiarity with the financial conditions of donor contracts and robust fraud control and anti-corruption measures.
  • Proven experience managing human resources processes including recruitment, on boarding, staff performance management, employee administration systems and off boarding of staff.
  • Experience managing work health and safety for teams.
  • Strong and proven experience in the full procurement and contracting cycle for goods and services, preferably with exposure to the Commonwealth Procurement Rules.
  • Experience integrating gender equality, disability and social inclusion, civil society engagement, climate change/disaster risk reduction, child protection and/or PSEAH across operations and/or programs.
