The Kiribati Australia Infrastructure (Te KAI)

The Kiribati Australia Infrastructure (Te KAI) program aims to provide a flexible and responsive mechanism to deliver small to medium value infrastructure projects in Kiribati that are of a high-quality, climate resilient, inclusive and purpose-built.

Key responsibilities

  • Develop and establish practical and repeatable procurement strategies, approaches, processes and procedures to support establishment of Te KAI infrastructure procurement capability and activity implementation.
  • Provide advice and expertise relating to localised infrastructure procurement approaches in Kiribati.
  • Develop or review place-based procurement strategies designed to maximise local content and attract quality suppliers.
  • Conduct local market assessment and risk analysis and that support fit-for-purpose Procurement Strategies and Value for Money assessments.
  • Support the entire procurement process, including but not limited to development and review of bidding documents, communication with the market and suppliers, supporting evaluations, and drafting of contracts.
  • Review the conditions of contract relating to time control, payment, and other commercial terms.

Selection criteria

  • Bachelor's degree in relevant, discipline (e.g. engineering or architecture, business).
  • Equivalent of at least 10 years of relevant education and experience in one or more professional disciplines.
  • Excellent theoretical base in subject area, with demonstrated ability to translate theory into practice.
  • Excellent thematic and regional expertise in subject areas of infrastructure and construction management in a varying Pacific context.
  • Leadership with the ability to function as a project leader and ability to coach and mentor more junior staff.
  • Proven ability to work with a multi-disciplinary team in a complex project management environment.
  • Demonstrable experience of working with and applying FIDIC contracts.
  • Demonstrable experience leading technical aspects of infrastructure contract negotiations.
