Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Procurement Manager to lead procurement activities, including procuring commodities and services, event organization, and other program needs. The position will report to the project's Procurement Lead.This is a full-time position for Ukrainian citizens, to be based in the Kyiv office. Occasional travel around Ukraine may be required.
Position Responsibilities
Manage the end-to-end procurement life cycle for the project, including large-scale commodities and services, events, etc.
Gather and develop pre-award documentation (price justifications, soul source documentation, negotiation memos, etc.).

For large commodity or service procurements:
Lead procurement identification in consultation with subject matter experts.
Conduct market research, assessing available stock for frequently purchased items.
Manage tenders for all procurements: Draft solicitation documents, lead evaluation committees, and negotiate prices and other contract terms and conditions with vendors.
Check relevant financial reports of the beneficiaries of procurements.
Maintain procurement files and assist in archiving financial and procurement files.
Coordinate, train, and as needed, manage procurement staff.

Required Qualifications
Bachelor's degree in finance and/or accounting
At least five (5) years of relevant experience
Prior experience procuring large-scale equipment
Prior experience with international or donor-funded projects.
Experience collecting and analyzing accounting data.
Excellent organizational skills and ability to meet deadlines.
Strong communication skills, written and verbal.
Professional proficiency in English and fluent Ukrainian.
Skilled with Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.).
Preferred but Not Required Qualifications
Master's degree in public administration, business administration, or other relevant areas.
Experience working with a multinational company.
Prior experience procuring energy equipment.
Prior experience with U.S. government-funded projects.
Knowledge of FAR and AIDAR.
Line Management Responsibility: One procurement specialist, as needed
Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
