The Opportunity

The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific-led, multi-donor initiative enhancing humanitarian warehousing capability across 14 Pacific Island countries and Timor-Leste.

As the Program and Operations Manager within the PHWP Infrastructure Specialist Unit (ISU), you will play a pivotal role in ensuring the smooth, compliant, and high-performing delivery of operational support across this regional program.

You will lead financial management, HR, logistics, risk and compliance, and office operations, supporting the technical team to deliver infrastructure solutions that are climate-resilient, inclusive, and locally led. This is a unique opportunity to shape the operational backbone of a program that strengthens disaster preparedness and response across the Pacific.

Your Role

  • Lead and manage all operational functions including finance, HR, ICT, logistics, travel, and Work Health and Safety.
  • Oversee financial systems, budgeting, reporting, and compliance with DFAT and Tetra Tech policies.
  • Supervise procurement and contract management in line with Commonwealth Procurement Rules.
  • Support infrastructure delivery across multiple countries through country profiling, travel planning, and logistics coordination.
  • Maintain and update SOPs, risk registers, asset registers, and operational manuals.
  • Foster a collaborative, high-performance team culture and ensure safeguarding and compliance across all activities.
  • Manage direct reports and support the professional development of the team.

About You

You are a seasoned operations leader with a strong track record in managing complex development or humanitarian programs in the Pacific. You bring a systems mindset, a commitment to excellence, and a collaborative leadership style that empowers teams and builds trust.

You will possess:

  • Significant experience in program operations, financial oversight, and donor compliance (DFAT experience preferred).
  • Strong leadership and team management skills, including HR and performance oversight.
  • Demonstrated experience in procurement, contract management, and office administration.
  • Excellent communication, coordination, and stakeholder engagement skills.
  • Cross-cultural competence, especially in the Pacific context.
  • Lived experience in the Pacific would be advantageous
