Project Summary:
The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity which provides high-quality monitoring, evaluation, and learning (MEL) support services to the U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) Bureau, its operating units (OUs), and implementing partners (IPs) in 10 countries: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen.
Under MENA MELS, the MSI team will conduct third-party monitoring (TPM) service provider to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design throughout the project's one-year implementation period.

Position Summary:
The Security and Logistics Manager is responsible for managing all security, safety, and logistical operations to support Tetra Tech's office and project activities in Jordan. The role includes implementing security procedures, coordinating travel and transportation, overseeing asset and fleet management, and ensuring compliance with operational standards. This position reports to the Finance and Operations Manager and is based in Amman, Jordan.
Responsibilities:
· Serve as the Security Focal Point, ensuring the safety of staff, assets, and operations across all MENA MELS operating countries, and coordinating with Tetra Tech's Global Security and Operations team to implement security procedures and share timely updates.
· Monitor and analyze security conditions in Syria, Iraq, Lebanon, and other countries as needed, using field reports, local media, and partner inputs to assess risks and advise on staff movements and operational decisions.
· Communicate and coordinate regularly with the home office Global Security Director, Country TPM Leads, and local data collection partners to ensure situational awareness and timely decision-making.
· Lead office start-up and logistical activities, including coordination of office setup, maintenance, travel, transportation, shipping, and asset management.
· Manage logistical procurement and purchases in compliance with Tetra Tech's policies and donor regulations, ensuring timely delivery and accurate documentation.
· Oversee petty cash management and day-to-day operational expenditure in coordination with the Finance team.
· Coordinate logistical arrangements for meetings, workshops, and training sessions, including venues, materials, and travel logistics.
· Support cross-department operational and strategic planning to ensure efficient implementation of project activities.
· Ensure program compliance with local authorities (social security, labor department, registration, etc.)
· Coordinate with the HR team on basic administrative tasks such as onboarding and maintaining personnel documentation.
· Maintain accurate inventory of program assets, oversee property transfers, and support preparation of disposition plans in compliance with Tetra Tech's procedures.
Qualifications:
· Bachelor's degree in a relevant field such as management, operations, logistics, administration, or other related discipline required.
· Minimum five years' experience doing similar work in support of projects required.
· Experience with US State Department, USAID or another donor funded projects, or international non-governmental organization preferred.
· Knowledge of local social security and labor laws and how it affects program personnel processes required.
· Ability to work effectively and collegially under pressure in a stressful environment required.
· Advanced computer skills, specifically in MS Word, Excel, Teams and Outlook required.
· Determination, commitment, efficiency, creativity and adaptability required.
· Excellent communication skills, proactive problem-solving abilities while working independently and with teams, hold a strong service orientation, and inter-personal skills are required.
· Ability to travel to project implementation locations preferred.
· Fluency in Arabic and proficiency in English required.
