Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation (M&E) of the health portfolio.

Position Summary:

The Senior Advisor will provide senior-level surge support to the Fiji country representative during periods of heightened activity or specific project needs. Additionally, the role will take the lead on Monitoring, Evaluation, Research, Learning, and Adaptation (MERRLAA) activities in the Pacific Islands region as required. Collaborating closely with the Fiji Country Representative, The Senior Advisor will ensure alignment with project objectives and strategies. This position will report to the Fiji Country Representative.

 

Responsibilities:

  • Offer senior-level surge support to the Fiji Country Representative during periods of heightened activity or specific project needs.
  • Lead MERRLAA activities in the Pacific Islands region as required.
  • Collaborate closely with the Fiji Country Representative to ensure alignment with project objectives and strategies.
  • Provide guidance and technical assistance to local teams and partners on MERRLAA methodologies and best practices.
  • Report directly to the Fiji Country Representative on all relevant matters pertaining to surge support and MERRLAA activities.
  • Ensure the short‐term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
  • Design, quality, develop, and complete all assessments, analytical reports, and evaluations.
  • Contribute substantially to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.

 

Qualifications:

  • Bachelor's degree in in international relations, economics, statistics, public policy, research methods, program assessment, evaluation/measurement or another relevant field required.
  • Minimum five years of experience in development and humanitarian projects required.
  • Experience with M&E in development and humanitarian programs is required.
  • Experience in MERRLAA activities required, preferably in the context of international development or humanitarian assistance.
  • Experience in providing technical leadership and guidance on MERRLAA methodologies and best practices required.
  • Ability to travel preferred.
  • Professional spoken and written proficiency in English required.
