Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Senior Economist: Natural Gas Sector to advance Ukraine's gas sector development. Reporting to the Deputy Natural Gas Lead – Markets, the Senior Economist will serve as a key member of the Gas Markets sub-team, ensuring activities align with market principles and program objectives. The Senior Economist will lead specific project activities related to gas market development, fostering a transparent, competitive, and sustainable sector. The person in this role will also contribute to reforms through evidence-based recommendations, drawing on financial, economic, and investment modeling of gas enterprises, infrastructure, and projects.
This is a full-time position, for the whole duration of Program (until April 2029), for Ukrainian citizens, to be based in the Kyiv office. Occasional travel in Ukraine may be required.
Position Responsibilities
- Monitor and analyze gas market developments, sector data, infrastructure opportunities, and policy changes; identify risks and recommend corrective measures.
Serve as an expert contributing to gas sector reforms, including the development of roadmaps and reform action plans
Conduct consultations with market operators, regulators, private sector stakeholders, and international partners to build consensus on reform priorities Review and respond to industry and government consultations, including draft laws and regulations, and provide policy recommendations
Develop, maintain, and apply financial, economic, and investment models to assess state-owned enterprises, infrastructure projects, and reforms to support the market-driven policies and frameworks for the gas sector
Convert data into clear visualizations and presentations for diverse stakeholders
Lead and coordinate assigned project activities, manage consultants
Build and maintain strong working relationships with Ukrainian counterparts, international donors, and U.S. government stakeholders
Provide inputs to strategic meetings, briefings, and reports for beneficiaries, donors, and senior management
Required Qualifications
Bachelor's degree in economics, finance, computer science, business administration, engineering, or other relevant fields
At least five years of relevant experience out of which minimum three years in natural gas and/or clean gases sector (or consulting for gas sector companies)
High level of understanding of Ukraine's gas sector value chain, key issues, and reform priorities
Excellent project management skills; able to coordinate and prioritize while meeting competing deadlines and adhering to governance procedures
Knowledge of key energy policies and gas markets
Proven experience in financial and economic modeling, investment analysis, and/or transaction support
Strong quantitative and analytical skills with proficiency in Excel and PowerPoint.
Excellent writing and communication skills; ability to produce high-quality, accurate documents.
Fluency in Ukrainian and full proficiency in English
Preferred but Not Required Qualifications
Experience leading or coordinating IT/digitalization projects
Experience organizing and delivering workshops and stakeholder consultations
Master's degree
Line Management Responsibility: N/A
Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine for interaction with local stakeholders.
