Project Summary:

The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:

The Senior Researcher will oversee the development of a disinformation monitoring framework. This includes coordinating activities to identify, analyze, and counteract disinformation and interferences. The Senior Researcher will coordinate with employed monitors, research and CSO partners and utilize technical tools to produce their deliverables. Additionally, the Senior Researcher will be responsible for establishing structured and occasional interaction with the wider research community to enhance the knowledge base and effectiveness of the framework. This is a short-term assignment with an expected level of effort of 60 days. The position will be based in Chisinau, Moldova.

 

Responsibilities:

  • Development and implement a comprehensive disinformation monitoring framework, including a structure for regular collaboration with academic institutions, think tanks, and research firms to enhance knowledge base and research capabilities.
  • Conduct in-depth analysis on disinformation threats and narratives on five select issues and provide actionable insights to address the threats.
  • Develop a template for regular reporting on the five issues related disinformation trends, emerging threats, and actionable countermeasures and messages.
  • Develop a training program for key stakeholders and communicators working in the countering disinformation space, considering disinformation monitoring, analysis, and best practices.
  • Develop job descriptions and participate in the recruitment for additional qualified research positions.

 

Qualifications:

  • Master's degree in political sciences, international relations, communications, or another relevant field is required.
  • Minimum three years of experience in the research field is required.
  • Experience in organizing and leading collaborations with the wider research community is required.
  • Experience developing and implementing disinformation monitoring frameworks is preferred.
  • Knowledge of disinformation trends, tactics, and threat landscapes is required.
  • Familiarity with legal frameworks related to information space security is preferred.
  • Strong analytical skills with the ability to translate research findings into actionable strategies are required.
  • Strong communication and interpersonal skills for collaboration with diverse stakeholders are required.
  • Proficiency in Romanian, Russian and English languages required.
