Project Summary:

MSI implements USAID's Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous research, assessments, evaluations and learning activities for USAID's Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including Egypt. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Under MENA MELS, the MSI team will conduct a final performance evaluation of USAID/Egypt's Local Scholarship Program (LSP) for Higher Education Initiative (HEI) Public Universities Scholarship (hereafter called LSP-Public). The purpose of this final evaluation is to assess the performance of the interventions under LSP Public for the two components: undergraduate scholarships and (with particular attention) the performance and sustainability of the Disability Service Centers (DSC) and students' satisfaction with quality of services. The evaluation will also inform USAID/Egypt's Persons with Disabilities (PwD) related program designs in the future.

Position Summary:

The Team Leader will conduct the LSP performance evaluation in close collaboration with the MSI Headquarters team and local experts. The Team Leader will oversee the evaluation team and contribute to reviewing document/literature, conducting high-level interviews, and analyzing data. The Team Leader will design the evaluation framework, draft the evaluation report and other evaluations deliverables.Data collection is expected to combine in person and remote methods, and travel to Egypt is expected. The period of performance is from April  –  September 2024. The expected level of effort is approximately 63 days.

 

Responsibilities:

  • Help design and execute the evaluation work plan and design.
  • Participate in the evaluation inception meeting with USAID and the implementing partner.
  • Spearhead/participate in a team planning workshop (TPW) with evaluation team members to review the approved evaluation design/work plan, including research approach and methods, roles and responsibilities of team members, activity timeline and deliverables.
  • Manage the drafting of instruments for USAID review, with inputs from subject matter experts, including pretesting and finalizing the instruments.
  • Support MSI's Project Manager to coordinate local evaluators and subject matter experts, including training them on instruments and reviewing notes of interviews and group discussions to ensure high-quality data.
  • Participate in data collection with other evaluation team members.
  • Facilitate weekly check-in calls with evaluation team members and the MSI Project Manager to share information and insights.
  • Serve as the lead author for drafting and finalizing the draft and final evaluation report, including responding to comments from USAID and MSI.
  • Coordinate presentation(s) to USAID regarding findings, conclusions, and recommendations from the evaluation.

 

Qualifications:

  • Master's degree in sociology, social research, international studies, or related discipline required.
  • Minimum 10 years of relevant experience in monitoring and evaluation required, including final performance evaluations.
  • Experience in qualitative research methods for data collection and analysis, including conducting literature review/desk studies, semi-structured interviews and experience conducting key informant interviews and group discussions is required.
  • Experience leading evaluation teams, including overseeing data collection and analysis is required.
  • Experience evaluating disability and/or inclusive education programming highly preferred.
  • Experience working in the MENA region preferred.
  • Experience conducting evaluations of USAID-funded activities preferred.
  • Strong knowledge of USAID program cycle and USAID evaluation requirements and relevant Agency guidance, preferred.
  • Strong client-facing communication, presentation, and writing skills required.
  • Fluency in written and spoken English required.
