Aus4Skills and Vietnam Australia Centre (VAC)

Aus4Skills is a DFAT funded program with the goal to support Vietnam to access and use high level professional and technical knowledge, skills and competencies, to contribute to the country's sustainable economic and inclusive development.

Established in 2022, the VAC is a key initiative under Aus4Skills, aiming to build the capacity of public sector leaders and managers in Vietnam. The VAC promotes a close, positive, and enduring cooperation relationship between Vietnam and Australia. It coordinates and delivers training and capacity-building activities, bringing together Australian and Vietnamese officials for learning, exploration, and research on topics of mutual interest.


Position Overview:

We are seeking an experienced Manager is to support the achievement of the Vietnam Australia Centre (VAC) human resource development and public diplomacy outcomes. The Manager VAC is responsible for managing the operational aspects of complex VAC training, research and partnership activities including supporting the development and quality of delivery of activities and achievement of outcomes. This position is responsible to supervise staff, budget management, and engage with counterparts at operational and strategic levels, as well as provide strategic assistance to the VAC International Director.


Key Responsibilities:

  • Lead strategic advice and partnership engagement with Foundational Partners, DFAT and Aus4Skills stakeholders.
  • Oversee delivery of VAC annual plans, activities and governance support (PSC/EC secretariat).
  • Manage operational delivery, staff performance and day to day VAC operations.
  • Ensure high quality design and delivery of training, research and capacity building activities.
  • Support MEL, reporting and learning to capture results, lessons and continuous improvement.
  • Oversee procurement/contracting inputs and support budget management and financial compliance.
  • Mainstream GEDSI, PSEAH, child protection and other DFAT cross cutting policies across VAC activities.
  • Develop and coordinate communications and public diplomacy outputs in line with partner branding.

 

Selection Criteria:

  • Postgraduate degree(s) in education, human resources, international development or relations, project management or similar, or equivalent professional experience
  • Relevant professional experience, including a minimum of 5 years in a management role. Demonstrated strong program and people management skills, with proven experience in contract management and leading projects that involve planning and managing team.
  • Cross-cultural competency with the ability to act and engage effectively with partners and stakeholders with diverse cultural backgrounds
  • Experience working and/or liaising with the Vietnamese government and Party's senior leaders and good knowledge of the system and protocols. Previous experience with Australian Government funded projects an advantage.
  • Proven understanding of a wide-range of cross-cutting issues - such as gender equality, disability and social inclusion, preventing sexual exploitation, abuse and harassment, child protection, modern slavery and fraud control.
  • Ability to handle multiple tasks at both strategic and implementation levels with good problem- solving skills, to ensure quality outcomes are achieved
