Position Summary:
The Supply Chain and Logistics Expert will support MENA MELS third party monitoring efforts through monitoring the implementation of supply chain systems by implementing partners (IPs) in the health sector in Duhok and Erbil, Iraq. The expert will be responsible for monitoring and verifying the processes involved in commodity flow, stock handling, and distribution across the supply chain network. The expert will also map out and analyze the partners' existing supply chain systems, identifying gaps or inefficiencies that could affect performance. The expert will conduct direct observations and in-depth interviews with the activity's stakeholders, including health, logistics and programmatic staff.
Essential Job Functions:

• Conduct consultations with MENA MELS and implementing partners (if needed) to understand the existing systems in place for commodity flow, storage, and stock handling.
• Develop and update supply chain monitoring tools (observation checklists and data collection instruments).
• Conduct virtual orientation with field enumerators on conducting training observation and KIIs as needed.
• Conduct routine spot checks at various levels of the supply chain, including item verification, stock counts, documentation review, and consistency of reporting and accuracy of system data.
• Produce a final monitoring report for each site visit based on the analysis and the observation.
• Produce actionable recommendations to improve the quality of supply chain systems (2 monitoring reports).
Required Qualifications:
• Bachelors degree in Supply Chain Management, Logistics, Operations Management, Business Administration, Pharmaceutical Sciences or a related field.
• Minimum 7 years of progressive experience in supply chain management, logistics, warehousing, or inventory management, preferably within humanitarian, development, or partner-implemented programs.
• Proven experience conducting Third-Party Monitoring (TPM), assessments, audits, or evaluations of partner supply chain systems and implementation.
• Demonstrated expertise in supply chain process mapping, commodity flow analysis, and inventory control systems.
• Strong knowledge of warehouse management, transportation, distribution, and stock handling best practices.
• Experience reviewing and validating supply chain reporting systems, documentation, and data accuracy.
• Proven ability to conduct field-based data collection, including direct observation, spot checks, and structured interviews with diverse stakeholders.
• Knowledge of country specific laws, regulations and ISO requirements.
• Willingness and ability to travel to field locations and operate in complex or resource-constrained environments.
• Interpersonal, writing and oral presentation skills.
• Strong English and Arabic language skills.
Physical Requirements:
• The employee must be able to perform the essential functions of the job, with or without reasonable accommodation. Physical demands include frequent walking, standing, and navigating construction or project sites. The role may require climbing ladders or stairs, bending, kneeling, crouching, and reaching. The employee may be required to work outdoors in varying weather conditions and uneven terrain. Prolonged periods of driving, standing, or walking may be necessary, as well as the use of handheld tools, measuring devices, and mobile technology (e.g., tablets, smartphones).
Work Environment / Environmental Factors:
• This position is part-time and generally follows a standard business schedule; however, extended hours, early mornings, evenings, weekends, or overtime may be required based on project needs and deadlines.
• Essential functions of this position are primarily performed on-site at project locations, which may include construction sites, industrial facilities, or public infrastructure locations. Limited office or remote work may be available depending on project requirements.
• Regular travel is required for this role, including travel to and between project sites. Travel may be local or regional and may account for approximately 20–30% of work time.
Additional Information:
• This is a short-term technical assistant (STTA) position. The expected level of effort is 14 days between February and June 2026.
• The primary work location for this position is in Dohuk and Erbil, in Iraq.
