Responsibilities:

The Water Quality Manager is responsible for overseeing and ensuring compliance with all regulatory requirements related to stormwater, wastewater, and drinking water quality at ARC. This role involves managing permit compliance, conducting inspections and sampling, preparing reports, and coordinating with internal and external stakeholders to maintain safe and compliant water quality systems. The manager will implement and monitor programs under the Safe Drinking Water Act, Clean Water Act, and state regulations, including stormwater pollution prevention, wastewater discharge, and drinking water safety protocols.  
Your Role:
•    Maintain all relevant sampling, analytical, and compliance certifications required by regulatory agencies.
•    Coordinate with ARC personnel, regulatory agencies, and other stakeholders to ensure effective program implementation.
•    Provide complete, accurate, and timely reports and documentation for all water quality programs.
•    Support surge sampling and analysis needs across all water quality areas.

Stormwater:
•    Manage compliance with the California NPDES Industrial General Permit (IGP) and Construction General Permit (CGP).
•    Prepare and submit IGP renewal applications, Notices of Intent (NOI), and related documentation.
•    Conduct IGP stormwater inspections, IGP no exposure inspections, and CGP post-construction stormwater management measure inspections.
•    Develop, review, and recommend improvements for Stormwater Pollution Prevention/Management Plans and Erosion and Sediment Control Plans.
•    Perform stormwater sampling and analysis including wet and dry weather monitoring as required by permits.
•    Produce reports required by the Clean Water Act and state stormwater regulations

Wastewater:
•    Support wastewater discharge compliance activities as required by pretreatment permits.
•    Prepare permit renewal packages and coordinate with applicable control and approval authorities as necessary.
•    Assist with wastewater-related permits, inspections, and reporting as directed.
•    Coordinate sampling and analysis to support wastewater regulatory compliance and special studies.
•    Perform sampling and analysis, as needed.
•    Support regulatory compliance inspections, as necessary.

Drinking Water:
•    Manage compliance with the Safe Drinking Water Act and state drinking water regulations.
•    Prepare and manage reports including Consumer Confidence Reports, Lead and Copper Sampling Plans, Disinfection Byproduct Monitoring Plans, and bacteriological sampling plans.
•    Conduct routine and non-routine sampling and analysis for drinking water contaminants including microorganisms, disinfectants, metals, organics, radionuclides, PFAS, and physical parameters.
•    Perform sanitary surveys, contaminant investigations, equipment inspections, and service line testing.
•    Ensure compliance with the Cross-Connection Control Plan, including backflow prevention device testing and reporting.
•    Respond to water quality complaints, water line breaks, and construction-related sampling needs.
•    Maintain required certifications, such as California State Water Resources Control Board Drinking Water Distribution Operator Level 2 (D2).

 

 

 Qualifications:

•    A Bachelor of Science degree in environmental engineering, science, or related field is required
•    6+ years of stormwater, wastewater, and drinking water compliance experience is required
•    California D2 Distribution Operator is preferred
•    Qualified Industrial Stormwater Practitioner (QISP) certification is preferred
•    Knowledge of the CWA, SDWA, and California regulations is required
•    Must possess a valid driver's license and be able to drive to client sites. 
•    Must be detail oriented to properly document all environmental compliance activities occurring across the contract.  

This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.

This position requires a CAC card, CUI Enclave Access and/or a Security Clearance, a background check will be completed.

Language & Communication Skills:
•    Candidate must speak, read and understand the English language. Accurate report writing is a requirement of this position. 
•    Excellent oral and written communication skills for preparing and presenting planning reports and projects.

Other Skills: 
The candidate must be proficient with Microsoft Office 365 products.  Experience with NASA data management system is preferred.
