Brief Job Description:

This position will be responsible for supporting and leading in the breadth and depth of analytics portfolio data initiatives under the Office of Chief Data Architect across program and administrative portfolios and funding sources, rationalizing analytics activities across all HHS data domains using data from core HHS systems. Position will help lead implementations under all components of the Texas Data Management Framework (TDMF) including data management, data acquisitions and integrations, data quality oversight, visualization support, as well as data security, policy and other mandates.

 

This position will be responsible for assessing the ever-changing data architecture needs of a department responsible for analytics and performance measure tracking and reporting across HHS portfolios. They will have to understand source applications architecture and design in order to identify standard as well as creative ways of acquiring and using agency data through research and analysis of application data sources within the emerging technologies available within the HHS DCS and cloud constraints, particularly now through the use of various forms of AI tools, agents, advanced prompting, LLMs, etc. They must be well versed in the skills required for emerging technologies and be able to utilize existing resources to the best advantage to meet very aggressive and demanding schedules.

 

Strategic decision support in providing comprehensive, concise presentations to leadership for intakes on mission critical systems including programming for statistical modeling and graphical analysis; will be responsible for assessing situations, coming up with quick, sound solutions while keeping operational activities moving forward.

 

Essential Job Functions (EJFs):

Provide HHS portfolio domain expertise regarding application data as well technical team leadership and supervision for the use of CDA and partner resources across HHS portfolios and funding sources, by using data queried and extracted from core HHS application systems, combining data across programs, tying together with data extracts, project planning documents and spreadsheets to help compile up-to-date portfolio data curations, developing data cleansing and quality measures (macros and scripting) to improve data quality and identify gaps and inconsistencies in portfolio data, as well as filling technology gaps presented by legacy data tools.

 

Reconcile analytics data inputs with curated measures using query tools and spreadsheet automation, to ensure accuracy, as well as to report in PowerPoint slide presentations to executive leadership and project sponsors and leads on a weekly, monthly, quarterly and biennial basis according to strict deadlines.

 

Assessing the ever-changing analytic technology needs of a department responsible for analytics and performance measure tracking for both internal and external customers, and reporting on HHS analytics portfolio work to present to leadership. Identifying modern ways of visualization support through query and visualization tools, research and analysis of agency domain data sources within the emerging technologies available within the HHS-DCS constraints, to ensure that data analytics portfolio projects have the proper strategic alignment, data taxonomy, metadata mapping, and statutory compliance, utilizing standard statistical techniques, tools and methods to query and compile data, guiding tool selection as well as the definition of data standards.

 

Provide spreadsheet tables supporting timely estimates for all incoming requests, supporting complete, correct alignment and reconciliation between intake requests, exceptional items and legislative analysis.

Knowledge, Skills and Abilities (KSAs):

  • Expert knowledge and experience with advanced queries and query tools
  • Knowledge and hands-on experience of the limitations and capabilities of computer systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.
  • Knowledge of databases, such as Snowflake, Oracle, Databricks, and/or NoSQL data stores, e.g. Postgres, as well as ETL and scripting tools.
  • Knowledge of cloud delivery models: PaaS, SaaS, IaaS.
  • Knowledge of Agile (scrum/SAFe) methodology and scrum ceremonies.
  • Knowledge of cloud-based services for Microsoft Azure, Google Cloud Platform, AWS, or Oracle Cloud Infrastructure.
  • Knowledge of new AI, cloud technologies, and the analytical services available from the major cloud services providers.
  • Strong analytical and problem-solving skills with experience as a lead data analyst for a data analytics and/or performance management system, or data warehousing project.
  • Strong technical writing and diagramming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.
  • Skilled in longitudinal/dimensional analysis in a business intelligence and/or data warehouse or data hub environment.
  • Ability to work under pressure and successfully manage multiple overlapping deadlines, and able to handle multiple cross-agency projects.
  • Ability to produce reliable, accurate, high-quality results.
  • Ability to be adaptable and learn quickly.
  • Ability to deliver work within defined schedules, cost and quality.
  • Ability to coordinate multiple assignments, set priorities, and meet deadlines.
  • Ability to communicate with a high level of effectiveness both verbally and in written formats.
  • Ability to lead and provide direction to team members.
  • Ability to lead the creation of best practices and procedures.

 

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Prior experience leading a team of analytics or systems analysts, or solution architects.

 

Experience with JIRA software

 

Prior experience in the Healthcare industry, state agency preferred.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
