Brief Job Description: This position in the Financial Operations Support area provides senior-level analysis, development, and support of both complex business process and system solutions to enhance daily operations of the CFO Division. Works to improve the quality of financial technology solutions to meet business needs at HHSC.
- Performs data analysis and research to troubleshoot technical and user issues with CAPPS Financials or another financial system;
- Gathers, assesses, and reviews user requirements, procedures, and problems to automate processes into or improve use of CAPPS Financials 9.2 (PeopleSoft) and other systems within the CFO area;
- Analyzes changes in program policies and procedures to determine their effect on automated systems;
- Establishes long-range objectives along with the strategies and actions to achieve them;
- Manages assigned projects or sub-projects, including user acceptance testing;
- Ensures data integrity and compliance with a wide variety of strict state and federal requirements.
May coordinate and guide the work of others as project lead. The candidate is expected to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
EJF 1: Provides analysis of complex financial and administrative data, agency business processes, and system requirements. (40%)
- Analyzes existing CAPPS Financials and other financial application processes to support business operations. Screens and evaluates user requests for assistance in troubleshooting issues. Coordinates technical analysis, debugging, and resolution of user issues.
- Analyzes changes to program policies and procedures to determine their effect on automated systems.
- Gathers and analyzes user requirements, business processes and needs, and workflow and data problems to identify automated solutions (new systems or improvements to existing financial systems). Evaluates changes to user business processes, CAPPS Financials and other financial application functionality, configurations, workarounds, and fixes.
- Monitors the implementation and enhancement of computer systems to ensure proper functionality.
- Acts as a liaison between the IT development group and business users concerning the development and implementation of new systems and enhancement to existing systems.
EJF 2: Leads and participates in workgroups and projects. (40%)
- Develops and/or reviews system documents to convey business requirements and support efficient system design.
- Leads work sessions with agency subject matter experts, both technical and program area.
- Identifies potential risks and difficulties related to CAPPS Financials and other financial systems and proposes strategies to mitigate or avoid them.
- Manages project scope, schedule, activities, acceptance, and deployment readiness. Processes change requests as required.
- Prepares budgetary cost estimates and develops project implementation proposals, documentation, and scheduling; writes technical specifications and requests for proposals.
- Coordinates with outside vendors and contractors to complete projects and service requests.
- Provides consultation, documentation, and direction regarding analysis, design, configuration, testing, and policy implementation within CAPPS Financials and other financial systems.
EJF 3: Develops, conducts, and coordinates documentation, testing, and training. (15%)
- Identifies and documents system-related business processes.
- Evaluates process workflows in CAPPS Financials and other financial systems, and with interfacing systems and programs.
- Reviews project deliverables such as project charters, design documentation, test plans, and risk assessment plans and provides comments and suggestions to document owners.
- Develops test scenarios and procedures. Performs application and user acceptance testing of new system functionality.
- Coordinates with agency subject matter experts and support staff to arrange testing, review test results, and track defect remediation.
- Develops training curricula and conducts formal and informal training.
- Performs mentoring and documentation that result in knowledge transfer to other analysts within the organization to aid in the development of their skills.
EJF 4: Performs related work as assigned. May coordinate and guide the work of others as project lead. (5%)

Knowledge, Skills and Abilities (KSAs):
- Knowledge of project management principles and practices
- Knowledge of software development life cycle and systems development life cycle concepts

- Working knowledge of databases such as Oracle, Access, and SQL Server

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in computer information systems, management information systems, business management, or a related field. Appropriate experience may be substituted for the required education on a year-for-year basis.
Four years' progressively responsible experience in process, business, or systems analysis and work on complex financial systems required.
At least two years' experience with PeopleSoft required.
Experience with the CAPPS Financials baseline from the Texas Comptroller of Public Accounts or with the HHS implementation of CAPPS Financials preferred.
Prefer experience working with Texas state agencies or institutions of higher education in a department with statewide or broad oversight responsibilities.
