The Family Support Services (FSS) Contract Management Division Administrator reports to the Director of Grants, Contracts, and Fiscal Administration (GCFA) with the FSS Division. This position performs highly complex (senior-level) managerial work administering the daily operations and activities of HHSC's business function and the FSS division. Work involves day-to-day management of FSS contracts and grants and establishing FSS contracts and grants monitoring goals and objectives; developing FSS contracting guidelines, procedures, and policies; developing FSS contracts and grants management and monitoring schedules, priorities, and standards for achieving established goals; coordinating and evaluating the contracts management business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Manages day-to-day activities of staff in a business function(s), division(s), or department(s), including assignment of work to FSS contract managers; supervise daily contract administration and oversight activities including contract and grantee training, risk assessment and budgeting activities to meet agency and division goals. Ensure grant and contract compliance, fiscal compliance, maximizing fund effort, timely billing and additional required contract actions.

Oversee complex managerial work with the monitoring of government, educational, non-profit and/or for-profit entities contracted to administer various programs for the FSS Division. Work involves assessment of monthly billing and determining whether FSS funds are being reasonably and necessarily expended for efficient and effective purposes according to the grants/contracts' requirements.

Work involves the examination, investigation, and review of contracting records, accounting records, financial statements, management practices, and internal controls to ensure compliance with federal and state laws. Work also involves the preparation of reports containing findings, recommendations, and corrective actions required of the grantee/contractor.

In addition, the work involves providing technical assistance to FSS staff, contractors and/or grantees in all matters relating to contracting and fiscal compliance. Provide support and training as identified or requested by contractors or grantees. Create timelines to ensure work activities align with required agency deadlines and policies. Establish work proprieties.

Utilize federal and state laws in making decisions. Coordinates and participates in the (a) research and interpretation of relevant federal and state laws, regulations, policies, and procedures and (b) development and/or modification of FSS management, budget, risk assessment and monitoring processes, procedures, and forms. 

Knowledge, Skills and Abilities (KSAs):

Knowledge of: Local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management.

Skill in: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software. 

Ability to: Manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.

Registrations, Licensure Requirements or Certifications:

Requires Certified Texas Contract Manager (CTCM) within 18 months of hire.  Initial Screening Criteria:

Graduation from an accredited four-year college or university. Acceptable Substitutions: Full-time job duties in bookkeeping, contracts, or grants management, finance, accounting, general business administration or public policy administration can be substituted year for year of college or university education. Supervisory or team lead experience, preferred.

Additional Information:

Uses a variety of software applications including CAPPS FIN, SCOR, Outlook, Word, and Excel to perform essential job functions.


This position is allowed to telework based on HHSC and Family Health Services policy.  The ability to telework will be determined by FHS leadership and agency and division telework policies. The position will be required to report to the office, as directed, to fulfill essential job functions.
