Brief Job Description

Under the direction of the Family Clinical Services (FCS) Policy Director, the Grant Specialist IV performs advanced grant development, coordination, and administration work in support of the Texas Cancer Prevention and Control grant funded by three separate areas of the Center for Disease Control and Prevention (CDC): The National Breast and Cervical Cancer Early Detection Program (NBCCEDP), the National Comprehensive Cancer Control Program (NCCCP), and the National Program of Cancer Registries (NPCR). Work involves grant coordination and collaboration with the following programs: Texas Breast and Cervical Cancer Services (BCCS) program at the Health and Human Services Commission, and the Texas Cancer Registry (TCR) and Texas Comprehensive Cancer Control Program (TCCCP) at the Department of State Health Services.  

The position is responsible for the overall submission of grant deliverables for the three programs, including budget amendments, annual progress reports and updated workplans, applications and close-out reports, according to federal and state rules and regulations. Serves as liaison between the agencies and grant funding sources by attending meetings and conference calls, responding to information requests, developing and implementing procedures to enhance communication and collaboration, and resolving issues between parties involved. 

The position directly supports the BCCS program. Work involves developing, overseeing, and evaluating BCCS workplan plans and timelines to ensure timely and accurate submission of grant deliverables and program projects. Develops and implements procedures for BCCS program activity development. Supports the BCCS program in other ways including, but not limited to, responding to public inquiries, developing training and hosting webinars, creating documents to share with external stakeholders, and answering the women's health phone line. 

Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.  

Essential Job Functions

GRANT ADMINISTRATION AND REPORTS: Coordinates, develops, and submits the grant application every five years as well as quarterly and annual progress reports. Monitors the implementation, management, evaluation, and close-out of grants according to federal and state rules and regulations and agency policy and procedures. Coordinates with fiscal and program staff to develop applications, reports and budget justifications and revisions. (20%) 

GRANT COORDINATION: Serves as a liaison between the agency, the Department of State Health Services, HHSC Federal Funds Office, and federal entities. Responsible for scheduling and attending meetings and conference calls, responding to information requests, and resolving issues between parties involved. Facilitates cross-functional and inter-agency work groups to develop programmatic objectives, workplans, and budgets. Interprets policies, rules, or regulations; provides guidance to others regarding grant administration; and resolves related issues and concerns. Develops and writes standard operating procedures related to grant management and other program related activities. (20%) 

WORK PLAN STRATEGIES & ACTIVITIES: Serves as lead or co-lead on workplan strategies and activities. Completes workplan strategies and activities and special projects in a timely manner. Consults with data manager/evaluator as needed to analyze data and recognize trends to plan, implement, and modify work plan activities. Identifies, develops, and carries out quality improvement and process improvement initiatives while ensuring program strengths are continued.  Makes recommendations to improve successful completion of grant deliverables. (25%) 

STAKEHOLDER COMMUNICATIONS: Coordinates information requests from internal and external stakeholders. Maintains and monitors shared mailbox(es) to respond and track inquiries. Develops and coordinates grantee communications. Consults with appropriate team members to resolve grantee issues. Tracks Medicaid for Breast and Cervical Cancer (MBCC) applications and ensures application is complete. Maintains confidential and sensitive protected health information according to HIPAA regulations and HHS policy. Provides training and technical assistance to grantees. Provides webinar logistical support and follow-up. Works with appropriate agency staff to develop, maintain, and review BCCS program content to ensure current information is available and meets accessibility requirements. Develops and edits program content on HHSC's website and HealthyTexasWomen.org web page, policy manuals, handouts, and other materials based on program needs. Provides support to the women's health phone line. (20%)

Initial Screening Criteria 

Graduation from an accredited four-year college or university with major coursework in public health, social work, public administration, business administration or related field.   

At least one year of experience in the development, coordination, and monitoring of grant applications and deliverables is preferred.
