Brief Job Description:

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seek a highly qualified candidate to fill the position of Home and Community-based Services (HCBS) Quality Manager (Project Manager IV). The HCBS Quality Manager reports to the Manager of the Quality Reporting Unit and works within the Quality Data Analytics and Reporting Department, leading special projects that support HCBS quality goals. The HCBS Quality Project Manager performs advanced (senior-level) project management work. Work involves coordinating the planning and initiation of diverse projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions: 

  • Coordinates project scope and goals through the development and implementation of federal quality initiatives, including the HCBS Quality Measure Set and evaluating the performance of applicable programs. 

  • Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them. Effectively and proactively addresses project delays and barriers. Creates documentation procedures to capture and manage changes in the original project plan. 

  • Develops and implements plans to communicate project methodology and processes to interested groups and team members. 

  • Directs, assigns, and evaluates the work of project staff. 

  • Compiles and distributes project information, project status reports, and project budget expenditures. 

  • Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget. 

  • Creates documentation procedures to capture and manage changes in the original project plan. 

  • Performs related work as assigned. 

     

 

Knowledge, Skills, Abilities (KSAs): 

Knowledge of: 

  • Knowledge of project management theories and practices applicable to projects that are highly complex in scope; systems and procedures used to evaluate a third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.

Registrations, Licensure Requirements, or Certifications: 

Lean Six Sigma green belt, or Project Management Professional (PMP) preferred, but not required. 

 

Initial Screening Criteria:

Graduation from an accredited four-year college or university. 

Experience with Medicaid, healthcare quality, Home and Community-Based Services, long-term services and supports, or Medicaid waiver programs. 

Texas State Government project management, quality initiative, or federal reporting experience preferred.
