Brief Job Description:

The Management Analyst V acts as the HHSC Information Technology (IT) customer advocate for Public Health and performs highly advanced (senior-level) research, analysis work facilitating the creation of business strategy and IT strategic plan for DSHS. Under the direction of Deputy Chief Information Officer and Public Health Portfolio Project Manager, Management Analyst V works with program leadership to align IT strategic plan to business plan, align business /user requirements, business processes and business needs with technology roadmaps, architectural roadmaps, product roadmaps and provides recommendations for Portfolio roadmap. Work involves identification of the gaps associated with business processes and underlying technical solutions and converting them into future projects. Participates in technology strategy, project prioritization, application and project portfolio management, fiscal year planning, Legislative Appropriations Request development, change management, and communications. May assist in the preparation of information technology plans and project justifications. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

 

Essential Job Functions (EJFs):

EJF1 – (30%) Analyzes complex business needs and requirements and converts them into technical roadmaps utilizing industry best practices; oversees the development of strategic plans that align with business strategy; analyzes established business processes and existing systems to identify gaps and document required enhancements and improvements; maintains in-depth knowledge of customer systems, services used, and interfaces/dependencies with other systems across HHSC; assists in the development of the agency and IT strategic plan and the agency information resource plans; identifies and documents steps to achieve established strategic plans; provides IT input on new technologies, architectural or security requirements.

 

EJF2 – (25%) Provides an oversight for all the projects within Public Health Portfolio; leads meetings at Executive level to understand and document product, business and technical needs for Public Health; analyzes policies and guidelines that can impact the portfolio of projects and provides direction to accommodate the changes; identifies and resolves conflicting business needs and technical solutions; manages the formation of Product and Project roadmaps; collaborates with other IT areas, Project Management Office, Chief Technology Officer and Application Development – to modernize DSHS technology footprint; provides feedback to HHS IT and DSHS leadership.

 

EJF3 – (20%) In consultation with the DSHS Executive Team, provides input to, and complies with system-wide IT standards, policies, practices and procedures related to security, application development and maintenance, data center, customer support, system support services, business operations, technology planning, and project management; analyzes policies and procedures, Legislative Mandates, Bills to identify downstream dependencies and incorporates into strategic plans; ensures that the DSHS staff are aware of and that IT policies, procedures and processes exist to request technical assistance for the agency.

 

EJF4 – (20%) Assists and supports IT in coordinating operational activities to meet DSHS business needs; ensures the ongoing technology needs of DSHS are met, disseminates information about technology strategy services and IT services to meet business needs; assists in communicating incidents, outages, and issues affecting DSHS IT needs.

 

EJF5 – (5%) Other duties as assigned including but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. 

 

Knowledge, Skills and Abilities (KSAs):

• Knowledge of large-scale IT operations and information technology industry trends.

• Knowledge of business and management principles involved in strategic planning

• Knowledge of project management principles and practices.

• Knowledge of change management best practices for technology related initiatives

• Skill in analyzing and evaluating complex information technology applications, policies, issues, legislative mandates, standards, policies and procedures.

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis.

 

At least 7-8 years of experience in IT is required.

 

Experience in program/portfolio management, IT operational support, software development/testing, IT Governance is preferred.

 

Experience in developing product roadmaps and technology roadmaps is preferred.

 

Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

 

Selected candidates must be legally authorized to work in the U.S. without sponsorship.

 

Selected candidate must be willing to commute to the office on the required days.
