Job Description:
The State RAI Coordinator serves as the department's authoritative source of information concerning the clinical aspects of the Minimum Data Set (MDS) assessment process. Provides technical support by telephone or email to answer clinical questions from providers, state agency staff, and external stakeholders concerning the MDS assessment process and completion of assessments.
Works with internal and external stakeholders on matters involving MDS for Long-term Care (LTC) providers, including Skilled Nursing Facilities (SNF), Nursing Facilities (NF), and Rural Hospitals when they include Swing Beds to provide services under Medicare Part A. Develops MDS training materials for providers and surveyors. Reviews LTC training curricula to ensure the factual accuracy of all instructional content relating to MDS. Travels throughout the state to provide MDS training to state and facility staff.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Provides complex technical assistance to others, such as staff, volunteers, contractors, or other entities, on policies, procedures, rules, regulations, standards, or requirements.
Develops policy and training materials and programs, such as guidance documents (provider letters or other policy documents), curricula, and course outlines. Develops, updates, and maintains MDS/RAI information on agency webpages.
Performs quality assurance reviews of documents or materials prepared by others, including publications, assessments, reports, and curriculum. Evaluates quality assurance reviews to provide policy and rule interpretation, and determine if recommend actions, such as new guidance, training, or rules, are needed.
Serves as liaison and subject matter expert for assigned area on complex topics or issues for agency staff or outside entities.
Trains or coordinates training programs for staff and providers related to MDS/RAI, through face-to-face, virtual, and webinar trainings.
Identifies regulatory issues related to MDS, through evaluation and analysis of documents or materials prepared by others, in order to enhance statewide consistency.
Knowledge Skills Abilities:
Knowledge of local, state, and federal laws related to LTCR programs.
Skill in the design, development, and implementation of curricula or training materials, or policies and procedures.
Skill in the assessment or analysis of compliance in provision of care and services, including assessments of people receiving care in LTC settings.
Skill in analyzing information, interpreting trends and recommending program adjustments or revisions.
Ability to express ideas clearly and concisely and to communicate effectively orally and in writing with internal and external stakeholders, including state and federal partners.
Ability to analyze and interpret policy and guidance documents, rules, and statutory language.
Ability to work independently and make appropriate and effective decisions impacting multiple stakeholders and handle multiple assignments or projects with varying deadlines.
Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; prepare concise reports; develop and evaluate policies and procedures; and to plan, implement, and coordinate agency programs.
Ability to work effectively with others and to deal tactfully with staff, professional personnel, and other internal and external stakeholders.
Ability to use computer systems. Ability to research up to date information related to assigned programmatic responsibilities.
Registrations, Licensure Requirements or Certifications:
Must be licensed as a Registered Nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. Resident Assessment Coordinator certification required within one year of employment.
Initial Screening Criteria:
Licensed as a Registered Nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact, required.
Experience with LTCR programs, preferred.
Experience with interpreting policy or rules, or with developing or implementing policy, rules, or curricula.
Experience with delivering presentations, facilitating groups, leading teams, or teaching adults, preferred.
