The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The Activity Director is responsible for leading the center's activity (active treatment) programs which include development and implementation geared towards a variety of individual abilities and interest. This position includes the supervision of the Recreation Department and Active Treatment Coordinator Department. This position will also serve as an active member for the employee recognition program. The position will perform routine (journey-level) administrative and supervisory program work. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, and policies; assisting in developing schedules, priorities, and standards for achieving program goals; and assisting in evaluating program activities. Supervises the work of others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Supervised directly by the Director of Education and Training. Generally, works a flexible 8-hour M-F shift but flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
Essential Job Functions (EJFs):
Attends work on a regular and predicable schedule in accordance with agency leave policy and performs other duties as assigned.
1. Establish and maintain positive, supportive relationships with individuals served and their family members. Works respectfully and in harmony with staff, residents, and family members. (on-going)
2. Assist, develop, coordinate, organizes, supports, implements, and monitors all assigned program areas to ensure that quality programming and engagement is being provided that gears towards a variety of individual abilities and interest and ensures all staff assigned to program areas demonstrates competency skills necessary to perform job duties.
3. Prepares, reviews, and present reports on the effectiveness of program activities and develops a plan of improvement. Initiates change/improvements if needed.
4. Assists in the development of program guidelines, procedures, and policies; and monitors compliance with policies and procedures. Ensure the department's compliance with all ICF-ID conditions of participation, Life Safety Code, and continued progress toward compliance of the Settlement Agreement.
5. Supervises the work of assigned staff and provides training and technical assistance in the program area.
6. Provide quality leadership through modeling, coaching and mentoring.
7. Ensures the department stays within budget and ensures all expenditures are appropriate. Ensures all materials, equipment and supplies are readily available, secured, and inventoried monthly.
8. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation. Such participation may require an alternate shift assignment and/or location.
Knowledge, Skills and Abilities (KSAs):
- Knowledge and experience with planning and developing active treatment, engagement, and leisure/ recreation programs for people with intellectual and developmental disabilities.
- Knowledge of local, state and federal laws related to the program area; of public administration and management techniques; of budget processes; of training and staff development techniques.
- Skill in identifying measures or indicators of program performance.
- Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures.
- Knowledge of applicable rules, regulations, policies, functions, and operations.
- Ability to prepare reports and maintain records.
- Skills sufficient to apply CPR or First Aid in emergency situations.
- Knowledge and ability to perform PMAB techniques.
- Knowledge of behavioral training techniques.
- Ability to communicate with residents, other staff, departments, and officials.
- General knowledge of ICF-IID regulations and State Supported Living Center policies and procedures is preferred.
- Proven ability to solve problems, make decisions, and use good judgement, following all established policies/procedures and instructions, when dealing with critical situations.
- Physical requirements are the same as those for direct contact staff positions.
- Proven ability to work cooperatively and effectively with others.
- Ability to work in a direct care capacity when necessary to provide services to individuals which includes lifting a minimum of 40 pounds independently.
- Ability to use Microsoft Word, Outlook and Excel effectively.
- Ability to consistently interact positively and professionally with clients, subordinates, peers, supervisors, families, business contacts, and the general public.
- Ability to develop and maintain an organized filing system.
- Proven ability to communicate verbally and in writing in a clear and concise manner.
Registrations, Licensure Requirements or Certifications:
Must possess valid Texas driver's license or obtain it no later than 90 days after hire date. Applicants with an out-of-state driver's license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
Initial Screening Criteria:
High School Diploma or equivalent is required.
Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
Experience in the development/coordination of a programs and/or activities relevant to the assignment.
Experience and education may be substituted for one another.

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct and HHS List of Excluded Individuals/Entities (LEIE).

All State Supported Living Center Employees are subject to Random Drug Testing.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Must be willing to work weekends and holidays.
