Job Description

This position is 100% remote within the State of Texas and requires all Employees to maintain personal wi-fi and webcam capabilities during works hours to perform job duties. Applicants from outside Texas must be willing to relocate within 30 days of hire.

 

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Systems Analyst V position within the Access and Eligibility Services (AES), Data Management & Reporting Division. This position works under minimal direction with considerable latitude for the use of initiative and independent judgement.

 

As a core member of our team, the Systems Analyst works to manage various needs, measure and continuously improve processes through automation and standardization. This position will be accountable for various aspects of operations including, but not limited to, automation of production releases, and operations such as system monitoring and alerting, troubleshooting, continuous improvement with highly analytical approach to problem solving. This position will be responsible to successfully translate complex tasks to all levels of management and employees with varying technical backgrounds while acting as an application process subject matter expert (SME), primary point of contact, and technical lead for Data Management & Reporting.

 

This position will collaborate with software developers, data analysts, business analysts, quality assurance testers, and project managers to manage code releases and develop/maintain/improve the system platform and infrastructure, with a focus on automation of continuous integration/continuous delivery processes. In addition, this position will coordinate and/or participate in the development and execution of area level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps. This position will be expected to own the software release life cycle, including verification, testing, documentation, and release communications and will be committed to delivering a quality product. This position will need to possess a strong sense of ownership, customer service, self-motivation, and integrity demonstrated by the ability to collaboratively interact with a wide array of highly skilled teams across the organization. This position will be expected to ensure that an automated approach is being taken in all aspects of software build and management. This position will also be responsible for identifying, validating, and tracking customer requirements and problems to support and improve automated processing of interfaces; including identification of issues and mitigating risks.

 

The Systems Analyst performs on-call duties as needed. Works under moderate supervision with some latitude for the use of initiative and independent judgment. Maintains a reliable, predictable work schedule. Performs other duties as assigned to maintain operations. Requires occasional after hours and weekend work. 

Essential Job Functions (EJFs)

1.) Oversees the overall development of applications including system design, planning, production and customer support for software systems and solutions, existing production, and development for new applications. Drives design, delivery and integration for interfaces, system connectivity, and batch processes for existing applications. (30%)

  • Manages product backlog and priorities with our business and technology partners. Leads product backlog grooming sessions partnering with key resources.
  • Formulates and develops new ideas to improve development delivery.
  • Builds and maintains a highly effective release management system
  • Formulates and drives process and organizational improvement which enhances overall effectiveness and value.
  • Works with business areas to identify and articulate initiative scope, benefits, and ROI.

2.) Coordinates daily development activities including coding, testing, and debugging of programs that are in development or requiring support for issue resolution/performance or enhancement. Implements standards and procedures by coordinating the activities of programming staff. Coordinates staff, tasks, and schedules to develop and modify customer software applications. (30%)

  • Measures and monitors progress to ensure application releases are delivered timely and efficiently; and according to expectations.
  • Ensures project schedules are met, and/or re-negotiated, and approved by customer and Team Manager prior to target dates.
  • Communicates and collaborates with the functional and technical team members to coordinate testing efforts.
  • Collaborates with support teams to plan and deploy product releases.
  • Assists with code deployments in all environments.
  • Assists with release documentation to ensure documentation is thorough, complete, and well organized.
  • Communicates progress and issues affecting work assignments to the Team Manager and/or Project Manager as soon as possible.
  • Implements proactive monitoring, alerting, and trend analysis.

3.) Provides direction and guidance to staff in matters related to analysis and programming activities. Supports the development of business processes through analysis and design. (30%)

  • Cross trains with team members on new technical and functional implementations.
  • Creates, edits, and maintains technical documentation for current and future applications e.g., technical reference manuals and production control manuals.
  • Assists with change request documentation, as appropriate.
  • Assists in the development and maintenance of documentation and ensures that the documentation content is well organized, complete, and appropriate to the audience.
  • Assists in improving and documenting departmental processes and style guide. Provides technical guidance and educates team members and coworkers on development and operations.
  • Develops and reviews complex system documents and artifacts to convey business requirements and support efficient system design (including, but not limited to, business rules, business requirements, mock-ups, diagrams, flowcharts, technical specification documents, system design documents, test plans, and technical specifications).

4.) Performs other duties as assigned, including administrative tasks such as completion of mandatory training, project timesheets, new staff on-boarding activities, etc. (10%)

  • Effectively and efficiently communicates with Leadership, technical audiences, and non-technical audiences while employing a high degree of collaboration and influence.
  • Provides information to non-technical and technical staff via email, telephone, and formal presentations covering such topics as system functionality, data collection processes, and other technical issues as needed.
  • Views the "big picture" of challenges impacting the customer experience, including the technical, functional, process, and policy considerations. Creatively defines solutions to those challenges.
  • Develops a full understanding of our businesses and customers to effectively design, develop, and implement tools and processes that enable a relevant, highly available, scalable, and reliable customer experience.
  • Anticipates and manages technology evolution and maps to business solutions.
  • Partners with business areas and internal/external stakeholders to understand current customer experiences and areas of opportunity. Creates and manages product visions and roadmaps.
  • Functions as an application process subject matter expert (SME), primary point of contact, and technical lead. 

Knowledge, Skills, and Abilities

  • Knowledge of industry best practices for design, analysis, development, validation and implementation.
  • Knowledge of the principles and practices of methods and procedures analysis, work simplification, forms and records design and control, and staff and equipment utilization.
  • Ability to conduct discovery sessions, document requirements and create workflows.
  • Ability to track projects at different stages of development and prioritize workload.
  • Ability to analyze complex business problems, provide solutions while utilizing critical thinking skills.

Initial Screening Criteria

  1. Two or more years of professional experience in managing the processes involved in development.
  2. Two or more years of experience producing technical documentation.
  3. Graduation from an accredited four-year college or university with major coursework in Computer Science, Management Information Systems or a related field.  May substitute direct work experience on a year-for-year basis.
