Department Overview
Graduate, Undergraduate and Equity Affairs (GUEA) provides leadership and support for efforts that advance UC equity and inclusion, that promote access to and successful completion of baccalaureate and graduate degrees, and that help to provide an exemplary student academic experience.

Position Summary
Applies specialized skills as a seasoned professional with advanced understanding of analytical practices, policies, and procedures related to postsecondary curriculum alignment (i.e., transfer articulation) and college student transfer. Coordinates direct services and program partner support for the Articulation System Stimulating Interinstitutional Student Transfer (ASSIST), an intersegmental program based on shared objectives across the University of California (UC), California State University (CSU), California Community Colleges (CCC), and Association of Independent Colleges and Universities (AICCU) systems to facilitate student transfer among the state's public colleges and universities. Develops and/or administers ASSIST processes, procedures, and policies; lends expertise to shape recommendations on general ASSIST management strategies. Exercises judgment in selecting approaches, methods, and evaluation criteria for obtaining forward-thinking solutions that address ASSIST stakeholder needs and policy requirements. Primarily deals with issues, proposals, and projects that are complex or unique in nature and of high impact. Cultivates and maintains collaborative, service-oriented relationships with representatives of educational institutions and other organizations involved in postsecondary curriculum design and alignment. Prepares and issues policy communications and reports to specific stakeholder groups including executive level. Assumes delegated team lead and project management responsibilities and manages ASSIST vendor and budget communications and planning, under guidance from the ASSIST Program Director. This position is eligible for a remote work arrangement within the state of California. The selected candidate must reside within the state of California or be willing to relocate.

Key Responsibilities

50% Program Management: Serves as the lead coordinator of ASSIST program services and system support, with delegated team lead responsibilities as well as primary responsibilities in technical planning and coordination; also serves as the program liaison between ASSIST and its technical system vendor. Leads and directs a wide variety of projects and follows through with all levels of the ASSIST team and relevant stakeholders across the UC/CSU/CCC/AICCU systems and beyond. Oversees and reports to the ASSIST Program Director on the technical vendor's performance relative to program objectives, statements of work, and commonly accepted agile software development metrics. Supports ASSIST Program Director with budget management and forecasting and regular documentation of progress on technical and operational milestones. Prioritizes, monitors, and tracks the timely resolution and completion of service/system issues reported through project management software. Communicates user stories, use cases, and workflow requirements to technical vendor as well as resulting outcomes to other ASSIST staff. Establishes and maintains system integration points between ASSIST and its program partners. Develops proposals and recommendations to guide and support a broader strategic direction for the ASSIST program. Makes high-level contacts of a sensitive nature with designated stakeholders, requiring discretion and diplomacy to negotiate with or persuade representatives operating within the ASSIST governance structure to adopt proposed solutions or program/process recommendations.

40% Program/Policy Analysis & Planning: Provides in-depth, complex analyses as a specialist in ASSIST/transfer articulation policy and procedures. Leads efforts to assess multiple factors related to meeting existing and new customer needs across all ASSIST functions to serve the UC/CSU/CCC/AICCU segments. Compiles and prioritizes ASSIST user/stakeholder service requests and translates business requirements into technical requirement specifications. Develops and advocates solutions to program issues, including developing and planning for new system features, policies, or business processes to support transfer articulation, general education course review, and other related processes. Creates business systems and functional requirements documentation for approved changes to the ASSIST system and related interface services. Evaluates ASSIST data and system components, working directly with internal and external constituents. Formulates test cases and performs/coordinates integration, system, and operational acceptance testing of ASSIST system development and enhancements. Analyzes changes in external regulations, legislation, UC/CSU/CCC/AICCU policies, and reviews and recommends best practices for the ASSIST program. Proposes, leads, and/or participates on policy, strategy, and planning committees and working groups. Guides operational planning and recommends policies or procedures for possible implementation, in response to direction from leadership, including the ASSIST Executive Management & Oversight Committee (EMOC) and other technical/policy advisory committees.

10% Intersegmental Communications & Reporting: Develops and coordinates program/policy communications to targeted stakeholders. Compiles, organizes, and distributes system release notes to ASSIST users. Devises strategies for UC/CSU/CCC/AICCU user education of the ASSIST system, policies, and procedures and communicates such opportunities as needed. Drafts and presents complex proposals representing various ASSIST stakeholder needs and requests, including problem identification, potential costs/benefits, and viable options. Researches and delivers reports, briefings, executive summaries, and presentations.


Experience
Required Qualifications

  • Minimum of 8 years of relevant work experience inclusive of 4 years of higher education, admissions, curriculum, articulation, or related experience.

  • Strong communication and interpersonal skills to communicate effectively with all levels of staff and to influence, both verbally and in writing.
  • Ability to work well and proactively with diverse stakeholders and constituencies with varying service needs and varying levels of technical expertise.
  • Ability to use discretion and maintain confidentiality.
  • Advanced knowledge of common computer application programs (e.g., Microsoft Office suite).


Preferred Qualifications

  • Knowledge of the California public higher education systems, especially regarding college student transfer procedures and policies.
  • Experience with database management systems and project management software.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
