DEPARTMENT OVERVIEW

The Extramural Funds accounting team administers the post award accounting for approximately 1,200 contracts and grants. Extramural Funds Accounting serves as part of Accounting Services, which provides financial policy guidance and interpretation, payroll, accounts payable, plant and equipment accounting, financial reporting, and general ledger services to the campus.

 

JOB SUMMARY

Under the direction of the Accounting Services Director, the Extramural Funds Accounting (EMF) Director is responsible for designing, implementing, and managing the processes and procedures used in the Extramural Funds Accounting Office and throughout the campus to comply with University policies and C&G terms, conditions, and overarching Uniform Guidance along with student financial aid-related accounting and financial requirements. The Extramural Funds Accounting Office is responsible for the following: -Sponsored Award and Gift Financial Administration. Ensuring sponsored award and gift accounts and budgets are accurately established, awards are properly classified, and costs incurred on sponsored awards are proper, and accurately accounted for in our financial system and other systems. -Billing, Reporting, and Cash Management. Ensuring timely and accurate billing, collection of sponsor accounts, financial reporting, and recordkeeping. -Effort Reporting Certification. Managing the periodic effort reporting certification process. -Audit and Review Coordination. Coordinate Agency, and other audits and reviews of sponsored awards and programs under Uniform Guidance and other terms & conditions. -Policy, Regulation, and Contractual Term Interpretation. Provide financial and costing guidance and advice to EMF office staff and others involved in administering sponsored awards on applicable UC policies, governmental and agency regulations, and award contractual terms.

Budgeted Salary: $111,150/annually
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

40% - Leadership and Management
 

  • Recruit and train Extramural Funds Accounting staff.
  • Conduct annual evaluations of direct reports.
  • Provide strategic direction and effective leadership to the Extramural Funds Accounting unit team members.
  • Establish and communicate goals and objectives for the unit and work with team members to achieve them.
  • Provide for a safe, productive work environment for the team.
  • Ensure that team members consistently perform their duties in a manner consistent with the unit, campus and University objectives. Provide feedback, address concerns and provide learning and development opportunities for staff.
  • Deploy and manage team members in a manner that fairly, effectively and appropriately distributes office work responsibilities.
  • Develop and maintain an operational plan for EMF, ensuring it is consistent with the campus's long-term objectives and Financial Affairs' objectives
  • Design and implement procedures to comply with federal regulations and cost accounting standards, University and UCSC policies and other grantor contractual requirements.
  • Establish and maintain processes and procedures enabling effective communications within the unit and with others outside it.
  • Monitor the performance of EMF towards achieving objectives and goals and address deficiencies as necessary.
  • Effectively use technology to improve the quality and relevance of services.
  • Troubleshoot and resolve problems in a timely and effective manner.


40% - Operational Responsibilities
 

  • Maintain the integrity and accuracy of accounting information.
  • Ensure processes and procedures to maximize campus cash flow.
  • Serve as principal liaison with external auditors engaged in reviewing campus extramural funds activities, including federal agency audits, the annual federally proscribed Single Audit of the campus, federally funded research and student financial aid programs.
  • Provide policy analysis, advice and consultation to campus units and divisions on a wide range of issues concerning administering and accounting for sponsored projects and as needed, troubleshooting issues in a timely and effective manner.
  • Identify and implement process improvements and cost-effective information technology solutions.


20% - Campus and University Responsibilities
 

  • Effectively collaborate with other offices and individuals involved in sponsored award and gift administration, including the Office of Sponsored Projects, University Relations, Planning and Budget and academic division research accountants.
  • Provide accounting and financial management consulting services to central campus offices, campus service centers, units and programs.
  • As needed, assist in implementing UC, campus, FOA and Financial Affairs initiatives and projects.
  • Represent the Financial Affairs unit on various campus and UC-wide committees and workgroups.
  • Provide accounting and financial management advice and assistance to other Financial Affairs units as needed.
  • Participate in special projects as assigned.

 

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience and / or training
  • Broad knowledge of college and university fund accounting and budgeting, Federal contract and grant administration principles and standards, including Cost Accounting Standards and
  • Uniform Guidance, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements and National Association of College and University Business Officers (NACUBO) financial accounting and reporting guidelines.
  • Experience in effectively working with cross-functional teams to analyze and improve the efficiency and effectiveness of business practices and processes.
  • Experience in identifying, analyzing and resolving problems and issues while providing timely, high-quality services to campus constituents and outside agencies.
  • Proven ability to lead and manage a team of professionals.
  • Proven ability to pay attention to details.
  • Proven ability to seek out information from different perspectives.
  • Proven ability to use sound judgment and focus on key issues and understand the appropriate action to take as a result.
  • Proven ability to develop long-term plans to leverage resources and understand how these plans may be affected by future events.

PREFERRED QUALIFICATIONS

  • Certified Public Accountant (CPA)
  • Experience in successfully managing a multi-person accounting or financial unit within a highly complex business environment, using an integrated data processing system.
  • Experience in establishing and operating cost-effective business processes that include strong internal controls and individual accountability.

 

SPECIAL CONDITIONS OF EMPLOYMENT

  • This is a fully remote position, and the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.
