Full Salary Range: The full salary range for this position is $101,100.00-$192,300.00/yr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary of Job Duties

The Director provides overall management for all programs, services, and funding offered by the Office of Financial Aid and Scholarships; provides leadership to department staff of approximately 35 financial aid professionals, involved in administering over $425 million in annual financial aid funding received by over 19,000 students. The Director is responsible for federal, state, and University of California policy interpretation and development, organizational strategy, long-term planning, evaluating, and directing the units responsible for delivering financial aid, staff supervision, budget and fiscal administration and oversight. Also is responsible for ensuring that the services provided by the department adhere to federal, state, university, and campus policies and has responsibility for working cooperatively with other campus committees and departments and serves as campus representative to the UC System-wide Education Finance Model (EFM) committee. Oversees effective funds management activities, including reconciliation activities, FISAP, operational budgets, etc. Collaborates closely with staff and managers in Information Technology Services (ITS) on technical solutions and strategies for the delivery and reconciliation of all financial aid funding.

 

Required Qualifications

  • Bachelor's degree and/or equivalent experience and training
  • Demonstrated financial acumen and/or related experience in fiscal management, including budgeting, financial forecasting, and/or fiscal operations oversight. 
  • Demonstrated expertise in financial aid and its related areas like enrollment, technology, etc. 
  • Strong leadership skills with experience in staff management, development, and evaluation. 
  • Ability to analyze data for strategic planning and to manage large-scale programs.
  • Experience in policy development and implementation, as well as compliance management. 
  • Excellent communication and interpersonal skills, with the ability to work collaboratively across departments and with external stakeholders.
  • Significant or substantive years of progressive experience in financial aid administration

Preferred Qualifications

  • Experience with financial aid fundraising strategies and donor relations. 
  • Familiarity with University of California systems and initiatives related to financial aid. 
  • Leadership role in implementing financial wellness and student support programs. 
  • Proven track record of innovation in financial aid strategies to support enrollment and student success. 
  • Master's degree in Higher Education Administration or related field

Job Functions and Percentages of Time:

Management, Resource Stewardship, and Development - 40%

Provides overall management of all financial aid programs and practices sound fiscal modeling to support the university's vision, mission, and strategic goals including developing policy and strategies for recruitment and retention through financial aid programs; coordinating enrollment management planning with the Assistant Vice Chancellor for Enrollment Services (AVC) and Office of Admissions; including award projections and budget allocations to support reaching UCSB enrollment targets, analyzes data for long range and short range planning.

Oversees and interprets the review and analysis of Federal, State, UC system-wide, student fee, and financial aid policies and advises the AVC on the impact of these policies on UCSB financial aid processes and to UCSB students. Develops strategies and plans to accommodate changes in constantly evolving policies and laws, making adjustments as needed to Financial Aid office processes, procedures, staff assignments, and computer systems to meet new and evolving requirements. Oversees the administration of all financial fund sources, totaling more than $425M annually including: University Student Aid Programs, Pell Grants, Work Study, Learning Aligned Employment Program, Perkins/Institutional Loans, Cal Grant A & B, Middle Class Scholarships, Direct Student Loans, Veteran's Affairs, Short-Term Loan Program, and University Scholarships.

Responsible for oversight of federal need analysis/verification process that analyzes and verifies information for 19,000 financial aid applicants annually. Has fiscal responsibility for the office operating budget including salaries and expenditures. Provides long-term planning and budget projections to ensure proper staffing levels.

Works collaboratively with Development Office to strategize and implement a process to fundraise for undergraduate scholarships and basic needs funding. Meets with prospective and current donors and participates in on and off campus events to cultivate partnerships. Works directly with the Development Office to develop stewardship reports and files. Participates in efforts to communicate with the campus community through meeting with students, participating in town hall meetings and works to keep the campus community aware of all financial aid related information through various multimedia outlets.

Provides oversight of fiscal operations duties for all aid programs and coordinates with accounting, the budget office as well as other campus partners to ensure all fiscal operations are sound and in compliance with university standards.

 
Compliance Review and Policy Implementation - 10% 

Oversees Financial Aid compliance process. Directs Financial Aid Compliance Officer to perform detailed analysis of new federal and state legislation and regulations governing the operation of all student assistance programs, and to develop policies and procedures for their implementation. Oversees the annual Financial Aid system upgrade process to incorporate annual changes, respond to legal and policy changes, and the integration of new technologies to improve process efficiencies. Acts as the campus control agent for the maintenance of student financial aid records. This includes the preparation of reports for the federal, state, University, and private departments and agencies. Maintenance of various income accounts and maintenance of proper internal accounting procedures. Serves as the campus point of contact for all audits related to financial aid, both internal and external.

Basic Needs Coordination - 15%

Serves as the campus lead for basic needs programming, including food and housing support, technology, medical emergencies, financial crisis response team and other resources designed to assist students in meeting their basic needs. Works with the Office of President to determine how to best allocate resources to meet the growing demands in the area of basic needs and partners with elected officials to advocate for basic needs funding. Meets with donors and campus stakeholders to secure resources and lead all stewardship efforts.

Public and Campus Relations - 25% 

Advances the campus mission of providing accessible and inclusive financial aid services, student support and financial wellness/basic needs programs that promote student recruitment, retention and other success metrics, including on-time graduation. Maintains on-going communication with various external offices and departments, including the local and national media. Has overall responsibility for communicating and working cooperatively with campus departments such as the Office of the Registrar, Admissions, Billing, Loan Collections, UCSB Basic Needs Programs, Graduate Division, Academic Affairs, and Admin Services. Leads campus efforts on University of California Presidential initiatives like debt free pathways by supporting intentional programming like the Promise Scholar Program and Presidential Scholars. Serves on various university committees and task forces that represent student aid interests and concerns. Serves as the convener of the UCSB Financial Aid Advisory committee and may serve as UCSB's representative to the UC Education Finance Model (EFM) committee. Performs other duties as assigned by the Assistant Vice Chancellor for Enrollment Services and at the request of the Directors of Admissions and Registrar. These may include projects such as preparing special reports and analysis; drafting campus comments on proposed policies, regulation, and procedures; representing the campus at inter-campus meetings or conferences, and chairing or serving on continuing or ad hoc committees or task forces.

Staff Supervision, Training and Development - 10% 

Provides leadership to the managers on the recruitment, selection, training, and evaluation of professional staff in multiple large functional units within the department including: assignment of duties; establishing standards of performance; and conducting staff reviews to ensure tasks and functions of the organization are performed accurately, effectively, and in a timely manner.
