Departmental Overview

The Graduate School of Journalism at UC Berkeley is widely regarded as one of the top journalism programs in the United States. The School offers a two-year Masters of Journalism degree to an enrollment of about 120 students at a time and a summer journalism minor serving another 300 undergraduates. The school's emphasis is on mastering a wide variety of communication techniques while learning the highest standards of responsible and enterprising journalism. There are approximately 15 senate and adjunct faculty members in the School and over 20 working journalists who serve as lecturers. The School employs approximately 30 career staff members that manage the academic functions of the School as well as ancillary revenue-generating programs.

Position Summary

The Senior Assistant Dean at the UC Berkeley Graduate School of Journalism holds overall responsibility for administrative services, general operations and strategic initiatives at the School. Administrative services include overseeing human resources, educational technology, revenue generation, facilities, data security and student services. The senior assistant dean serves as chief of staff to the Dean, overseeing the implementation of the Dean's strategic vision . The incumbent leads the non-academic functions of the School, serving as the chief administrative officer, providing leadership and maintaining the integrity of the School through management and oversight of School administrative staff. The role also provides strategic guidance to the Dean and others in Faculty leadership for long-range planning and resource allocation. They are a key advisor to the Dean, Associate Dean(s), and other academic members of the Executive Committee.

Responsibilities

Maintains overall responsibility for administrative functions of the School:

  • Functions as the School's Chief Administrative Officer. 
  • Provides strategic advice to the Dean, Associate Dean(s), and other academic leadership of the School. 
  • Oversees all of the School's non-academic functions, including educational technology, facilities, student services, contracts and grants, budgetary and financial management, fundraising, revenue generation, data security implementation, and human resources.
  • Senior Assistant Dean is responsible for overseeing the general operations of the division, partnering with divisional and departmental leadership to achieve strategic objectives, and implementing administrative policies and procedures. 
  • The Senior Assistant Dean represents the School at the campus level, serves as Chief Administrative officer, brings matters of concern to the attention of campus leadership, and ensures supervisors and managers are kept informed of campus initiatives, policy changes or any other activities that may impact their roles. 
  • Works with Dean to develop and oversee annual budget; determining expense priorities, recommending and implementing changes to methods, strategic planning, staffing, programs and other financial activities. 
  • Coordinates all aspects of the School's resource and budget planning and preparation – including long-range planning, analysis of budgetary implications of academic and administrative programs, and identifying needs for fundraising targets and goals. 
  • Responsible for developing tools and techniques for timely and efficient financial reporting and management to ensure that the School achieves its financial goals and complies with the requirements of Campus and external authorities. 
  • Serving as the primary advisor to the Dean, the Senior Assistant Dean has fiduciary responsibility for maintaining a sound financial environment.
  • Supervises the Division Finance Leader who serves as their primary financial advisor and oversees the activities of the School business office functions ensuring all accounting activities are timely and accurate, that clear financial information is available, and that University policies are appropriately implemented.
  • As leader of strategic initiatives, directs and facilitates the implementation of the Dean's Strategic Vision and the School's Strategic Plan. 
  • Makes decisions on administrative matters that ensure timely achievement of School objectives (resource acquisition, budget processes, staff FTE, financial management, grant administration, fundraising, human resources, IT, data security and space planning).
  • Collaborates with the Dean, HR/AP Analyst and faculty to plan and implement faculty FTE management, faculty renewal, and temporary academic budget allocation. 
  • Assesses the impact of university academic policies for the School and integrates faculty recruitment plans into the School's financial plan. 
  • Oversees faculty recruitment and hiring, prepares documentation for start-up funding and provides guidance for new faculty transition into the School.
  • Provides comprehensive support for colleagues in the School including Associate Deans and other Assistant Deans to facilitate accomplishment of their goals in the areas of program management, fundraising, student affairs, and facility and space planning and management.
  • Oversees building coordinator and all building related issues. 
  • Makes high level decisions and is involved in larger campus building/space related issues including capital projects. 
  • Sets and manages security-related building issues, such as key distribution policies and card key systems. 
  • Oversees the School's DEIBJ initiatives, including equal access according to the ADA. 
  • Manages and supervises the implementation of ADA Title 2 recommendations.
  • Oversees data security for the school, coordinating with campus and all parts of the School to ensure systems are in place to protect data security. 
  • Leads efforts to assess data security, and, where necessary, improve data security.
  • Maintains professional knowledge of campus administrative functions and applicable policy and practice.

Staff Management:

  • Directs administration of academic and non-academic personnel functions of the Division through subordinate staff. 
  • Directs staff in support of School objectives, sets priorities and performance expectations. 
  • Hires, trains and supervises subordinate managers, instilling strong and consistent management practices. 
  • Determines and establishes organizational structures and makes work assignments.
  • Oversees staffing/HR functions; supports the HR/AP Analyst with hiring, training, professional development, and onboarding and offboarding processes.
  • Represents the School in campus-wide and system-wide meetings and discussions. 
  • Participates with other higher-level managers to establish campus strategic plans and objectives.
  • Serves as representative for the School and the Dean in campus-wide initiatives as appropriate.
  • Serves as the primary liaison with Berkeley Regional Services for the academic and staff HR functions, procurement/travel and entertainment, research administration and IT functional areas.
  • Serves on campus committees as appropriate. 
  • Develops effective relationships and represents the School's best interests with campus academic and administrative officers and staff.
  • Develops and prepares budgets and financial reports for grants, general appropriations, endowments and other funds. 
  • Fund appropriations are typically moderate in complexity.

  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications 

  • Broad knowledge of campus processes, protocols and procedures with a focus on budget, account and fund management; personnel management of labor contracts, personnel policy, fundraising, and academic standards and practices.
  • Journalism industry experience in order to help faculty with curriculum coordination.
  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
  • Experience working as senior administrator with a graduate school academic program or similar with advanced knowledge of administrative management theory and ability to translate into practice.
  • Broad knowledge of common campus-specific and other computer application programs.
  • Data analysis skills; ability to summarize information clearly and succinctly to a lay audience.
  • Broad knowledge of data security to coordinate implementation of effective systems.
  • Master's degree in related area and/or equivalent experience/training.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. 

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $130,000.00 - $160,000.00.
