Department Marketing Statement:

The Information Systems and Technology unit of Advancement Services oversees the Advance system database operation for UC Santa Barbara. Working in conjunction with the divisional partners, including Gifts Administration and Prospect Services, Information Systems and Technology team provides full support for external relations and development.

Brief Summary of Job Duties:

Under general direction, the Senior Director of Information Systems & Technology ("Sr. Director") leads and manages the Division of Institutional Advancement's information systems area to achieve departmental, divisional and institutional business objectives. Provides a high level of technical expertise and understanding on all Institutional Advancement data systems and develops associated business processes for optimal operation. Provides supervision of all data acquisition, data integrity, database administration, technical training and support services. Supervises and provides technical guidance to programming staff. Develops Oracle procedures and packages; configures application's forms using Ellucian's* configuration utility. Provides technical consulting on the development of complex systems including the development of associated strategic plan/scope and timelines for projects, guides application development, systems design, technical functionality, reporting requirements and analysis. Responsible for the full evaluation of the front-end and back-end of technical systems, including all programming, reporting, server(s) administration, data integrity and training. Explores, recommends, and implements new and emerging technologies and version upgrades to maintain state of the art data collection and extraction to support short- and long-range campus-wide fundraising goals. Oversees a complex training program providing direction for database use data integrity, user support and training related functions for 200+ staff. Participates in departmental and divisional planning and decision making and serves as a member of the UC Office of the President Data Managers group, providing information and expertise for developing system-wide policy, procedures and best practices. *Ellucian Advance system is UC Santa Barbara's comprehensive fundraising and constituent relational database system of over 350,000+ records with each record occupying potentially 2,000+ data elements for alumni, donors, friends, corporations, and other current or potential supporters of Institutional Advancement's fundraising and public relations mission. #LI-KA1


Required Qualifications:

  • Bachelor's degree in related field 
  • 7-9 years of progressively responsible technical management experience in university advancement or development management. Skills set must be specific to advancement data and systems integration, gift reporting and analysis, data security, prospect data management and advancement services. 
  • 7-9 years of technical leadership providing an enterprise CRM fundraising software system infrastructure support (network, desktop computers, server virtualization, identity management, security, data integration and business intelligence) in a high availability production and test environment. 
  • 7-9 years of proven technical experience in implementing, upgrading, patching and maintaining support for enterprise CRM fundraising software systems and multiple related third-party integrated systems. 
  • 4-6 years with demonstrated ability providing technical leadership and direction to a diverse collaborative technical team supporting current fundraising methodologies and goals.
  • Working knowledge and expertise managing an enterprise Oracle database environment including database administration, backup and recovery, PL-SQL programming, performance and tuning.
  • Working knowledge and expertise in Advancement enterprise systems management, specifically with Ellucian's Advance Web alumni/donor fundraising database system, or similar alumni/donor database platform.
  • Ability to work independently and collaboratively with central campus technical partners in Information Technology Services (ITS) as well as third party vendors..
  • Ability to serve as a representative of Institutional Advancement on campus technical committees and workgroups.
  • Excellent organizational and time management skills, including the ability to manage multiple demands and/or projects simultaneously.
  • Demonstrate a high degree of confidentiality in all aspects of work.
  • Other characteristics include a strong work ethic, strategic thinking, customer service and a commitment to continued professional and technical growth.


Preferred Qualifications:

  • Master's Degree is preferred
  • 4-6 years Proven experience in the technical management, upgrade and/or implementation such as Ellucian's Advance Web/CRM Advancement enterprise system or other related enterprise fundraising system.
  • 4-6 years Proven efficiency in Oracle relational database systems management including performance, tuning, backup and recovery.
  • 4-6 years Working programming knowledge using Oracle PL-SQL, ASP.net, Visual Basic, and others.
  • Demonstrated ability to communicate technically complex concepts clearly and effectively to both technical and non-technical users.

Job Functions and Percentages of Time:

  • 15% Application Administration and Programming - Provides system administration, programming and technical support for the university's advancement applications environment, including the Ellucian Advance Web application and database, and third-party applications and systems that comprise advancement's technical infrastructure. - Documents hardware/software configurations; develops, documents and implements applications customizations. Documents constituent database and server instances, coordinating instance updates and downtime with system and database administrators. Effectively communicates with supporting technology service groups to coordinate downtime and application updates. - Implements technical system upgrades and migration to new technologies in coordination with campus Information Technology Systems (ITS) server technology group in alignment with Institutional Advancement's priorities. - Ensures that internal "security controls" are established and maintained used to provide reasonable assurance for data security purposes for the safeguarding of assets, ensuring validity of financial records and reports, promoting adherence to policies, procedures, regulations and laws. In compliance with IS10, IS11, IS3, and other appropriate UC and UCSB policies and guidelines designs and maintains a portfolio of documentation governing systems also including best practices and organizational processes related to systems. - Oversees database administration to support business processes, database performance/tuning, security and solve related complicated technical problems. - Oversees systems monitoring related to server capacity and limitations including planning for future growth capacity.

 

  • 20% Business and Programming Leadership - Provides senior level technical expertise particularly to Alumni Affairs, Development, Gift Administration, the UC Santa Barbara Foundation, Public Affairs and Communications, and Event Management and Protocol. - Supervises and leads a team of programming, data administration and reporting staff to fully maintain all required systems. - Confers with IA management and unit heads and other campus departments to analyze application needs, modifications to existing systems, and new technologies and to recommend solutions in terms of cost/benefit, timeliness, effectiveness, maximum integration, and compatibility with UCOP data/reporting requirements and adherence to UC, UCSB, IRS and CASE reporting standards and policy. - Responds to and provides data for audit requests from campus, UCOP, and/or other agencies. - Coordinates with key power-users and system administrators as necessary to explore impact. - Develops short- and long-term project plans to support campus-wide fundraising activity and goals, and implement system upgrades and migration to new technologies. - Participates in various campus planning groups and UC committees related to systems integration and development. - Consults and collaborates with database vendor and attends conferences and user group meetings to obtain and provide state of the art knowledge and expertise for potential application to UCSB's Advance database, training and user support environment and to meet campus needs and goals. - Develops project budgets, including projecting costs for required hardware and software upgrades, new project development, training, and area enhancement. - Recommends outside vendors for technical services not available internally and monitors performance of vendors to ensure that goals are achieved. - Participates in various campus technical planning groups and UC committees related to systems integration and development.

 

  • 20% Data Entry, Integrity and Acquisition - Researches and keeps abreast of current best practices and technology in data management. - Performs ongoing data integrity checks, data appends and third-party data validations to ensure that database users have access to the most current biographic and demographic data. - Manages data entry, data integrity and data acquisition staff in this area toward service and project outcomes. - Oversees acquisition of useful biographic data to appropriately fill gaps in existing constituent data. - Identifies opportunities for improvement and recommends changes to policies and procedures that govern data entry and the use of donor data. - Develops rigorous front-end user testing and acceptance plans, implements and supervises testing of new software releases as well as large data migrations.

 

  • 15% Data Integration and Exchange - Analyzes needs and develops web-based application information and interfaces with other campus systems such as accounting, student information, and the telefund calling center. - Writes and maintains all interfaces with third-party applications such as online giving platforms, wealth analysis, and alumni activity platforms. - Oversees complex data transfers, interfaces and conversions. - Ensures security is coordinated with the appropriate parties to meet security management standards. - Creates project plans, risk assessments, migration schedules, design and requirements documentation, and task schedules. Implement architectural designs, software system integrations, performance optimizations, stress testing, security, deployment, code reviews, documentation, and production support. - Coordinates closely with the Registrar's Office, UCSB Accounting Services and other campus departments to ensure effective integration of various systems and computing platforms for timely and efficient data collection and exchange.

 

  • 10% Education & Support - Designs, develops and implements a routine and ad hoc "training program" utilizing a "collective team" of Division staff. - Oversees and approves all education offerings for proper use and handling of constituent data. - Ensures that support requests are received, handled professionally and closed timely. - Oversees Advancement database account creation process, application security, and account maintenance. - Meets regularly with training and support staff to evaluate needs and plan offerings accordingly. - Oversees staff comprising the Advance Help Desk area. Area resolves Advance related data issues, software problems and/or technical issues using expert knowledge of the Advance database.

 

  • 20% Management & Supervision - Responsible for talent acquisition, hiring and providing training and mentorship, managing and developing employees by establishing clear goals, expectations, and strategies for prime employee performance. - Prioritizes, monitors workflow and makes assignments according to individual skill and changing department priorities. Cross-trains staff within the unit to ensure coverage. - Manages the day-to-day office operations, systems, and staff support. - Responsible for all aspects of the employees' performance, and as required, takes corrective action steps as needed. - Acts as the catalyst for ADVS staff professional development planning and ongoing education. - Supervises and technically supports staff in this area toward service and project outcomes.
