Brief Summary of Job Duties:

The Technical Project Manager is responsible for the overall success of enterprise-level projects, including time and resource management, financial planning, scope management, issue and risk management, and project execution. The Technical Project Manager plans, directs, and monitors the work produced by the extended project team, including planning and implementing appropriate quality assurance activities. He or she is responsible for managing stakeholder relationships, including general ongoing communications, negotiation of scope and schedule changes, key risks, issue resolutions, and ongoing progress reporting. The Technical Project Manager shapes stakeholder expectations and manages the scope and any contracts associated with the project. The Technical Project Manager must have a broad knowledge of industry best practices and be able to proactively identify potential project risks in order to advise and consult with stakeholders on risk identification, analysis, and mitigation strategies.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 7-9 years of significant, progressive experience in the field of Project Management that demonstrates leadership, advanced knowledge of project management concepts, best practices, risk implications, and compliance requirements of Federal and State laws/regulations across the full scope of HR/Payroll functions.
  • 4-6 years of demonstrated strong analytical, problem-solving, and project management skills.
  • 4-6 years of ability to translate the long-term vision for the organization into work plans that align priorities with broader goals, measure outcomes, and use feedback to change as needed.

Preferred Qualifications:

  • Professional certification.
  • Interpersonal skills, effectively interprets and communicates, both verbally and in writing, complex information in a clear and concise manner.
  • Ability to persuade through both logic and appeal to positive motivations.
  • Business process knowledge of human capital performance management and talent recruiting/acquisition and management.
  • Knowledge of Higher Education Payroll, Benefits, Workforce Administration and Payroll General Ledger.
  • Ability to assess campus and customer needs and design services to meet those needs.
  • Proven ability to work in teams and successfully lead teams.
  • Strong political acumen and ability to influence and galvanize staff and others toward a common goal or vision.

Job Functions and Percentages of Time:

60% Project Management - Functions as a technical leader with a high degree of knowledge in the project management field, using advanced professional concepts to deliver services. Provides guidance to management in responding to issues. Functions as a subject matter expert with a strong understanding of organizational priorities, establishes ongoing work plans to ensure best practices and internal procedures to achieve excellent customer service, aligned with objectives and central campus HR/Payroll objectives. Translates central campus guidance into appropriate organization strategies and practices. Project Planning and Controls: Applies industry-standard techniques and tools in project time, costs, and human resource management to develop estimates, schedules, tasks plans, financial plans, staff resource plans, and team management plans, which are required to successfully deliver an agreed scope of work on time, on budget and of the required level of quality. Scope Management: Effectively develops scope statements, including the development of a Work Breakdown Structure, managing the requirements process, and developing and implementing an associated project change control process. Manages a contract to ensure that all terms are met, all deliverables are on time, and appropriate acceptance criteria are met, and the required actions are taken on a timely basis when changes impact the contractual terms. Issue and Risk Management: Effectively manage issues from identification through resolution, including timely and appropriate escalations. Applies pattern recognition to proactively identify risks, perform risk analysis, and develop effective mitigation strategies. Quality Management: Establishes the infrastructure for appropriately scaled standards, methods, and templates for delivering high-quality work products that satisfy the requirements. Plans and implements appropriate quality assurance activities, including work product reviews, incident and defect management, and deliverables management plan. Communications Management: Identifies key project stakeholders, prepares and implements a stakeholder expectation management plan, and communicates effectively with project stakeholders at all levels of campus through the effective use of status reports and executive steering committee/sponsor presentations. Works through tough issues and trade-off discussions that will inevitably arise in a mutually respectful manner. Communicates effectively with campus-wide stakeholders and extended project team members. Vendor Management: Manages vendor partners, subcontractors, and other third-party vendors to accomplish project delivery. Manages and coordinates efforts of contractors hired by UCSB and assigned to projects. 

20% Business Process Design - Analyze the opportunity for campus partners to become more process-oriented, streamlined, and efficient through the use of modern IT solutions and best-practice business processes. Represent and advocate for campus functional leaders and subject matter experts. Oversee process design, fit/gap analysis, and integration with IT solution processes and procedures. Ensure campus business requirements, design specifications, and workflow diagrams are properly documented, maintained, and shared with appropriate stakeholders. Provide expertise, input, and feedback as necessary. Manage functional data inventory, which includes data definitions, campus usage, and reporting needs. Provide technical and analytical guidance to the campus and, where appropriate, devise or recommend procedures or technical solutions to solve complex problems considering business needs, migration/integration of data, computer capabilities, and desired results for the current and future business environment.

20% PMO Support - Provide technical project management expertise in support of PMO initiatives, as directed. Provide administrative support to the PMO Director, and Associate Directors, as directed.
