- The Human Resources Specialist I (HRS) is responsible for aligning business objectives with employees and management in designated business units. The position serves as a consultant to management regarding various employment checks (including background checks, drug screenings, and more), onboarding and assigned human resource operation related issues. The HRS partners with regional HR and management teams to identify HR related needs and communicates those needs proactively, ensuring they align with First Student's core values to mitigate risk for the organization.
- Major Responsibilities
- Work with location management and regional HR and management teams, providing guidance with respect to pre-employment record checks, onboarding, and contractual requirements when appropriate or as needed.
- SME for regional HR and management, employees and applicants in all areas of the pre-employment screening and onboarding process.
- Responsible for daily review of completed pre-employment screening (vendor records, state MVR/criminal record, fingerprints, etc.).
- Conduct Individualized Assessments pursuant to Local, State, and Federal law.
- Ensure review of mitigating information and adverse action/appeal process is appropriately managed.
- Initiate investigation into employee hotline cases including document review, interviewing witnesses, collaborating with Region HR for onsite investigations, and making a determination.
- Responsible for updating the system with case notes, follow ups, etc. for the employee hotline cases they assist with.
- Provide support and assistance for regional staff during job fairs, new business start-ups, etc. Interviews candidates, extend job offers, order background checks, track applicants, manage the onboarding process and I-9/E-Verify process.
- Conduct weekly meetings with assigned region (i.e. critical calls with TA Specialist or as needed with regional management team) to identify areas of opportunity and provide training and updates to location based management and regional management teams.
- Identifies training needs for business units, facilitate and maintain pre-employment screening and onboarding training material (i.e. Ban the Box updates, hiring standards, Form I-9/E-verify management, etc.) HRS will help coach on compliance issues and company standards.
- Create and Maintain communications and job aides.
- HRS ensures hiring standards align with federal, state, location and or contractual standards are administered within First Student and legal guidelines. Ensure adjudication is recorded appropriately.
- Present appeal/dispute requests regarding failed consumer reports to Appeal Committee for final decision. Provide guidance to applicants and management on what information must be provided to submit an appeal.
- Quality Assurance Checks of monthly new hire, transfer, and termination payroll records to ensure compliance with all background check, drug and alcohol, and E-Verify requirements. Prepare analysis reports and document as required.
- Work with appropriate personnel in regard to employee relation issues (i.e. conduct effective, thorough and objective investigations, provide written feedback, summary, recommendations, and analysis to management). Provide written investigation report and update system as required.
- Communicate with all employees, applicants and management regarding the onboarding and preemployment process. Be prepared to provide updates and reports as needed.
- Vendor Management - Participate in weekly meetings, identify and communicate system limitations concerning existing products and proactively recommend ideas/solutions, etc. Hold vendor to high standards and identify areas where accountability measures need to be checked.
- Research and participate in opportunities to advance knowledge of position requirements; i.e. seminars that will further development within the organization and First Student University.
- Manage special projects (i.e. Medicaid or Non-Emergency Medical Transportation (NEMT) contracts, monthly/quarterly/yearly reporting metrics, etc.).
- Assist with other areas of HR and Safety, including: Immigration/Visa issues; Conflict of Interest Review; EEO Defense administration; Affirmative Action Plans.
- Maintain confidentiality of records, reports and files that are generated/received which contain sensitive information.
- Maintenance of shared email and share drive.
- Other duties as requested or required.
Minimum Experience or Skills Required- Associate Degree required (Bachelor's Degree preferred) or equivalent work experience.
- Minimum of 0-3 years prior Human Resources experience.
- Must be able to work with minimal instruction, but willing to accept and take direction.
- Exceptional detail orientation & time management skills
- Ability to use diplomacy and tact in dealing with the client, peers and field management, and external partners.
- Ability to conduct internal investigations and close out investigations appropriately
- Excellent written and verbal communication skills.
- Desire to provide excellent customer service is a must.
- Ability to listen to employee concerns, and act on those concerns appropriately.
- Prior experience processing or working with background results/EEO/FCRA regulations, preferred.
- Basic working knowledge of Microsoft Office (Word, Excel, & Outlook) products.
- Willingness to be a positive and proactive team member. Ensuring a team-oriented approach to success.
- Evidence of building solid relationships with superiors and peers.
- Ability to interpret and communicate Federal and State/Local regulations across all levels in the organization and to external networks.
- Ability to interpret and train on corporate pre-employment and hiring requirements across all levels of the organization.
- Ability to make recommendations surrounding the background check process
- Ability to assist regional management with HR related topics and investigations.
- Willingness to learn and be coached.
