Job Summary

Opportunity Summary – This position is contingent upon contract Award    
LOCATION: Coronado, CA
Description: Under direct supervision, has duties of instructing, directing, and checking the work of other project engineers.  Reviews design documents and ensures technical specifications and designs are correct.  Responsible for the completion of assigned engineering projects within budgetary and scheduling guidelines.  Leads a group of engineers, analysts, and/or technicians assigned for the duration of a project or may function as ongoing lead within a group of engineers associated with one or more technical areas within the telecom function (such as, but not limited to, network design, engineering, implementation, or operations/user support).  Does not have formal supervisory responsibilities, although may provide input for (project) team member performance appraisals.

Job Responsibilities

• Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals, and identify and resolve systems issues 
• Lead design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow 
• Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems 
• Collaborate in the planning, design, development, and deployment of new applications, and enhancements to existing applications 
• Conduct research on software and hardware products to justify recommendations and to support purchasing efforts 
• Prepare and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in operating systems across the organization 
• Create system design proposals 
• Perform cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions 
• Create system models, specifications, diagrams, and charts to provide direction to application programmers 
• Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems, and other post-implementation support 
• Provide orientation and training to end users for all modified and new systems 
• Coordinate with end users and technical staff to implement and maintain systems that utilize industry best practices to meet business objectives, while maintaining the security and integrity of the data, system and network 
• Generate metrics, project status reports and operating status reports for management and team members 
• Prepare, coordinate and support user training and documentation and provide technical assistance for post implementation support issues 
• Provide service desk and technical support to users 
• Perform routine to moderately complex problem analysis and resolution design for systems and applications 
• Support, communicate, reinforce and defend the mission, values and culture of the organization Secondary Accountabilities 
• Maintain timely and accurate helpdesk records using the ticket management system

Job Responsibilities Part II Qualifications

• Bachelor's degree in business administration, management information systems, mathematics, information technology, computer sciences, a related field, equivalent experience or associate level vendor certification(s) 
• Less than 5yrs of directly related experience with business systems analysis 
• Ability to interpret and explain complex technology and business issues to the technical, general user, management and executive levels 
• Strong verbal, written and interpersonal communication skills 
• Ability to work independently as well as cooperatively in a team-oriented environment
• Ability to successfully interact with all levels of management, other IT professionals and end-users 
• Strong analytic and problem-solving skills 
• Is open and responsive to change and demonstrates a commitment to the process of continuous improvement by identifying and responding actively and with sensitivity to the needs of all customers
• Active U.S. Government Department of Defense (DoD) Secret level security clearance
