The current international environment presents significant challenges for the conduct of U.S. diplomacy abroad with physical and technological attacks occurring even in friendly countries. DOS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy.

Supporting systems include:

  • Perimeter surveillance using closed-circuit television systems (analog and digital),

  • Access control systems including those with advanced biometric authentication capability. Also including vehicle barricades, forced-entry-resistant doors, and strategically-placed access denial systems that can be remotely operated to protect our facilities from unauthorized intruders.

  • Public address and duck-and-cover systems that direct employees to quickly move to a safe-haven location within the embassy.

  • Connect the DS technical security systems globally, providing operational security information and technical security data for U.S. Government facilities worldwide.

    The Systems Integration and Monitoring (SIM) program is responsible for evaluating, identifying, planning, deploying, integrating and managing technical security systems and biometric capabilities. The worldwide integration of these technical security systems and biometric capabilities provides data availability to staff at post, and to remote monitoring centers to better protect people, information, facilities, and operations. Biometric authentication systems can include contactless fingerprint scanners, iris readers, and facial recognition.

    The Senior Project Manager requires advanced professional 3P experience of high complexity and variety. This person will lead or is significantly involved with large, complex 3P assignments. This person will identify and develop Department of State operations center 3P requirements to enable standardized, efficient Department of State operations centers worldwide. He/she will exercise independence, critical thinking, and judgment, receiving general supervision/direction from a Department of State program manager.

    Job Requirements

  • Supervise and perform advanced professional work related to variety of assignments.

  • Manage complex studies and develop department level policy, plans, strategic program guidance for Department of State Operations Centers (OPCs).

  • Develop complex processes and comprehensive program strategies for Department of State Operations Centers (OPCs).

  • Conduct research and prepare reports on strategies for effective and efficient Department of State operations centers operations.

  • Provide professional assistance to Department of State operations center stakeholders.

  • Supervise and perform field surveys/studies to gather data relevant to Department of State operations center policy development, compliance with approved policy, understanding operating processes and training requirements, and collection of best practices.

  • Schedule and conduct meetings; present reports and findings to Department of State executive leaders, program managers, and operations center stakeholders.

  • Develop and/or assess training strategies that will help employees understand Department of State Operations Center operations. This includes evaluating the needs of employees and determining what training is required and most effective to meet individual/organizational needs.

  • Develop project schedules, objective, and priorities; track projects through closure to ensure overall success of project activities in-line with Program Mission.

  • Report project status and performance metrics to executive management.

  • Minimum travel required is approximately 25-50% to high threat areas worldwide.


  • Minimum of bachelor's or equivalent experience and 10 years overall experience
  • Minimum of five years advanced/strategic planning and complex problem-solving experience.

  • Excellent oral and written communication skills for preparing and presenting planning and training reports/projects.

  • Knowledge of computer hardware and software programs, which may include Microsoft Office.

  • Knowledge of principles, methodology, practices of research and data collection.

  • Must have creative problem-solving skills to gather relevant information to solve ill-defined planning problems.

  • Ability to work on several projects or issues simultaneously.

  • Ability to manage projects effectively and meet firm deadlines.

  • Excellent interpersonal skills for facilitating relationships executive leaders, program managers, and stakeholders.

  • Group facilitation skills leading diverse groups of subject matter experts in the development of policy, plans, training strategies.

  • Minimum TS security clearance

  • Well-developed knowledge of one or more planning disciplines, such operations orders and plans, strategic plans, and individual/unit training plans.

  • Advanced knowledge of the philosophies, principals, practices & techniques of planning and training.

  • Knowledge and experience in operations centers.
