Mekong-Australia Partnership Support Unit (MAP)

The Mekong-Australia Partnership Phase 2 Support Unit (MAP SU), funded by the Australian Government's Department of Foreign Affairs and Trade (DFAT), aims to provide efficient and effective support and enabling services, and delivery of selected MAP activities as directed by the Mekong Hub at the Australian Embassy in Bangkok, Thailand to ensure that Australia is a trusted and reliable partner in supporting a resilient, inclusive and sustainable Mekong subregion.

MAP SU delivers the Leadership and Skills program and enabling services for the Transnational Crime (MAP-TNC) program. It also supports programming by providing administrative, logistical and/or technical support and assistance in the execution of parts of MAP such as organising events, conducting training or managing specific components.

About the role

The Finance Officer reports to the Finance, Procurement and Contract Manager and works closely with the MAP SU Deputy Director as required. The role provides support in delivering efficient financial and administrative activities including contributing to quality assurance, assisting with forecasting, supporting system oversight, participating in budgeting, planning and helping with reporting and analysis, all of which support the sound management of finances, resources, and operations across the program.

Key responsibilities

  • Providing support in the delivery of administrative and financial aspects of the program.
  • Conducting ongoing reviews and upgrading of the process and systems of the MAP SU to ensure operational efficiency including day to day financial activities, procurement, contracting.
  • Preparing the QuickBooks reports and ensuring accuracy in data entries and task coding.
  • Provide input to and contribute to continuous improvement, along with participating in any audit of the project.
  • Assisting with monitoring and mitigating financial, and contractual risks, ensuring active and documented risk assessments are conducted across MAP SU activities.

Selection criteria

  • Tertiary qualifications in Accounting, Finance or relevant field/discipline.
  • Fluent spoken and written Thai and English.
  • Proficiency in MS office, spreadsheets and financial accounting.
  • At least 5 years of experience in operations and good knowledge of financial management programs.
  • Adapt to changing priorities with resilience and professionalism, including the willingness to travel within the Mekong subregion as required
  • Demonstrated experience of international development programs and policies, including those related to financial management, human resources, service terms and conditions, and entitlements.
  • Demonstrated ability working to tight deadlines and producing high-quality deliverables.
  • Proven relevant program management experience, preferably with a focus on the provision of financial management.
