The program

Aus4Skills Phase 3 is a ten-year program funded by the Australian Department of Foreign Affairs and Trade (DFAT) which works in partnership with Government of Vietnam (GoV) to strengthen Vietnam-Australia relationships by supporting Vietnam's human resources development ambitions and priorities. Building on previous phases, Aus4Skills Phase 3 aims to enable Vietnam to realise its human resource development goals in agreed sectors, promoting a stable, secure and prosperous Vietnam.

Aus4Skills Phase 3 seeks to achieve the following three End-of-Program Outcomes:

  • Australia Awards' alumni leverage their skills, knowledge and networks to contribute to bilateral development priorities and stronger relations between Australia and Vietnam
  • Vietnam and Australia have a strengthened strategic partnership for public sector governance that fosters increased leadership capability and networks, advances women in leadership, and promotes inclusive green growth and institutional innovation.
  • Vietnam strengthens delivery of inclusive, climate-adaptive, industry-informed vocational education and training (VET) in key sectors, ensuring that workforce development meets industry demands and promotes social equity.

The role

The Program Director will provide strategic leadership and management of the delivery of Aus4Skills' human resource development activities to achieve the program's development and public diplomacy outcomes, in accordance with the contract between DFAT and Tetra Tech International Development.

This involves providing strategic direction and leading the delivery of Australia Awards Scholarships, Alumni Engagement, Capacity Building for Higher Education, Promoting Industry Linkages in Vocational Education and Training and the Vietnam Australia Centre.

 

Key responsibilities

  • Provide overarching strategic leadership and planning, including high level policy and program advice to DFAT and the Aus4Skills team, in an accurate, timely and reliable manner.
  • Represent Aus4Skills and DFAT in high-level discussions with Government of Vietnam and development partners
  • Ensure both Aus4Skills Program Steering Committees are organised and informed in a manner that maximises stakeholder representation and strategic input into program activities.
  • Lead performance management, staff development, and team culture
  • Oversee financial management, budgeting, and compliance of the Aus4Skills program.
  • Ensure quality program delivery, risk management, and reporting
     

Selection criteria

  • Substantial experience at a senior level with strategic leadership and senior management experience of complex international development programs, ideally relating to scholarships, capacity building, human resource development or training.
  • Experience working with DFAT and partners on public diplomacy activities (essential)
  • Highly developed leadership and project management skills including work planning, budgeting and finances, team building and capacity development, and program delivery management.
  • Demonstrated professional higher education and/or tertiary education sectoral experience in Australia and South-East Asia preferably in Vietnam.
  • Excellent analytical, research, writing and communication skills in English language, both for report and informational purposes.
  • Postgraduate qualifications in either higher education, vocational education, human resources, international development, project management or equivalent would be advantageous.
