Under this task order, MSI will provide the Defense Security Cooperation Agency (DSCA) with a broad range of support, including but not limited to desk and field research, analysis, data collection and visualization, strategy development, policy writing and coordination, assessment, monitoring and evaluation (AM&E) capacity building, event facilitation, and administrative backstopping to meet current and evolving security cooperation AM&E requirements. The scope of work will focus on conducting assessments and monitoring in accordance with a DSCA-approved framework.

The Quarterly Recommendations Review (QRR) Manager will support DSCA in identifying trends across regions and tracking DSCA's ability to take actions on validated recommendations emanating from AM&E products. This is a full-time position based in the Washington, DC area.
- Bachelor's degree.
- Five (5) years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects.
- Five (5) years of experience in organizational learning, lessons learned policy or application, or organizational change management.
- Secret clearance.
