Core Responsibilities:

Working with front line Project Managers, responsible for leading the development, implementation and continual improvement of effective occupational safety programs within TC Energy lines of businesses. This position influences the design and delivery of occupational safety programs to mitigate significant health and safety risks related to company activities, services and products as well as to ensure compliance with legislation and government regulations. Considers the potential impact beyond TC Energy when making recommendations to senior management regarding the effectiveness of safety strategies, programs, policies and procedures. Decision Making: Makes decisions and recommendations based on technical and complex issues as well as matters of general policy. Exercises considerable judgment and resourcefulness to develop effective solutions. Duties: - Influence and participate in the development of occupational health and safety programs, policies, processes and procedures; organize the roll out of any new or modified policies, processes or procedures; - Ensure effective processes are in place and providing occupational safety expertise and guidance to business partners, facilitating their decision making processes; - Responsible for planning, implementing and administering complex occupational safety programs and/or projects (e.g. General Work Permit / Job Safety Analysis process, Lock & Tag, Confined Space, etc.); - Identify and assess the safety and health risks associated with facilities, processes, equipment and materials; - Keep abreast of emerging regulatory changes, industry trends and issues for the purpose of developing recommendations in response to changes to mitigate risk and communicating findings to key stakeholders; - Ensure compliance with federal, provincial/state and municipal regulations and legislation - Working closely with field safety specialists/coordinators, employees and managers to impart the knowledge and skills necessary to recognize process and occupational safety hazards; - Participate in or lead design reviews, risk (HAZID and HAZOP) assessment reviews, incident investigations and audits; - Identify and maintain safety documentation and records to meet regulatory requirements as well as to provide data for problem solving and decision making; - Liaise with business partners and other key stakeholders to resolve issues when competing interests may conflict with each other and/or company policy; - Liaise with business partners, contractors, management, industry associations and other external stakeholders to ensure TC Energy's business needs are understood and met; - Provide safety support for Emergency Management situations; - Coach and mentor peers and leadership in the area of health and safety.
