Working in partnership with other Agriculture and Natural Resources (ANR) units, such as the Research Extension Centers (RECs) and other ANR-owned and leased facilities across the state, the Director of Facilities Planning and Management (FPM) reports to the Associate Vice President of Business Operations, and with appropriate delegation of authority, is the appointed Building Official, Campus Planner and Campus Architect for the Division of ANR.
As Chief Building Official for ANR, the Director is responsible for enforcement and interpretation of State of California building codes. ANR's infrastructure (228 buildings totaling over 525,000 assignable square feet, and approximately 12,520 acres of land) contains diverse structures ranging from classrooms and administrative buildings to field labs and research facilities.
The Director is responsible for ensuring the effective planning and execution of maintenance and capital renewal work and provides general support and oversight of facility work, project management and renewal, including project planning and budgetary control. The Director serves as the direct supervisor for FPM staff.

Building Maintenance and Operations/Physical Plant
Develop a preventative maintenance plan for all buildings and infrastructure and coordinate the execution of the plan with internal and external staff.
Assist with prioritization of both deferred and ongoing maintenance work and coordinate with local staff to effectively execute the work. Monitor quality of work done and performance of trades staff and contractors. Work with internal staff, external consultants and architectural/engineering firms to develop facility and project requirements. Monitor tenant improvements for ANR-owned or leased properties.
Organize and manage all functions related to the maintenance of ANR properties in Davis, California. This includes, but is not limited to, budgeting, code compliance, team training, reporting, energy conservation, custodial and landscape services, overseeing building management and custodial staff, and coordination with all building services vendors.
Determine short- and long-term building maintenance needs and projects based on frequent inspections of facilities and on occupant input.
Oversee the production of construction documents for all projects not selected to be outsourced to consultants.
Provide positive leadership to contracted service providers to inspire them to maintain highest performance standards.
Provide superior customer service ensuring that clients' needs are met regarding service, fees, schedules, and budgets.
In conjunction with REC directors and leadership, determine and manage project budgets for the system. Inspect and analyze conditions, and determine priorities and criteria for repairs, alterations, or replacement of all ANR assets.
Incumbent will be required from time to time to complete various assignments as required, such as the seismic safety and gender equality initiatives of UC Office of the President.
Develop cost estimates, and establish project schedules and budgets. Design, prepare, and supervise preparation of bidding documents (working drawings and specifications) for projects, and assure projects comply with all applicable State and Federal codes and regulations and University policy. Coordinate with leadership and REC staff to determine specific project requirements. Make presentations at public pre-bid meetings and oversee bidding process to assure that the University's guidelines and State regulations are followed. Recommend bid recipient. Perform project inspections of work-in-progress to assure projects follow plans and specifications. Recommend necessary change orders to contracts.
Through subordinates and in coordination with the AVP Business Operations, bid construction contracts, review and manage construction activities including contractors' schedules, RFIs, Submittals, Change Order Requests, and Punch Lists, and act as liaison among project participants, resolving problems or conflicts.
Designated point-of-contact for the contractor, executive architect/engineer and consultants, RECs, reviewing agencies, and the public for all buildings and grounds matters within the division.
Responsible for project cost control and recommendation of payments on agreement contracts and purchases. Perform final inspection, recommend acceptance of project and issue Notice of Completion.
Directly responsible for significant communications with the contractor's project management team and other senior contractor personnel for final approval of submittals and change orders, final resolution of policy and procedural questions, and problem solving as the construction team leader in coordination with technical and construction disciplines. Enforce full compliance with all applicable codes and specifications.
Act as resource person for REC directors' staff on technical operations and maintenance project questions, and recommend course of action. Direct the work of career and limited-appointment
employees on assigned projects where the work or a portion of the work is completed by University staff.
In coordination with the office of Resource Planning and Management, and the offices of the Associate VP Programs and Associate VP Business Operations, responsible for development and implementation of major and minor capital improvement programs for all ANR locations.
In coordination with REC directors and other division leaders, evaluate needs and recommend priorities for new facilities, and renovation and improvement for existing facilities, including development of the Capital Renewal Program and Capital Financial Plan. Involves managing the design and construction of capital projects, including renovations, expansions and new facilities and infrastructure as well as landscape projects; collect, develop, and analyze technical data to determine project requirements and preparation of information regarding specifications, materials, equipment, estimated costs, and completion times.
Project and Financial Control/Administration /Record Keeping
Responsible for preparation and monitoring of unit budget. Provide or oversee preparation of annual rate and recharges, implement and monitor to ensure the success of the recharge program, and effectively recover costs for the division.
Keep codes, regulations and CAD system up to date. Oversee the hard copy and electronic archive system.
Interface with UC and other professional peer groups, UC capital planning directors, campus building officials, UC facilities group, and UC project managers.
Special Conditions of Employment:
Travel outside of normal business hours.
Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability and property damage insurance on vehicle used is required.
Employment is contingent upon successfully clearing the FBI/DOJ background check both from the Department of Justice and the FBI, prior to the first day of UC Employment.
As of January 1, 2014, ANR is a smoke- and tobacco-free environment in which smoking, the use of smokeless tobacco products, and the use of unregulated nicotine products (e-cigarettes), is strictly prohibited.
Bachelor's degree in, or combination of education and experience in, engineering, architecture, project management, business administration, or planning.
Minimum of 10 years of progressive management experience in planning, organizing, and implementing, sustainability strategic programs for building energy management systems with LEED policies and energy efficiency programs.
Ability to independently prioritize and coordinate a wide range of responsibilities simultaneously, as well as experience supervising staff in building operations.
Excellent interpersonal, oral, and written communication skills; proven record interacting with all staff levels throughout an organization.
Proven record of commitment to customer service and innovative facility management programs.
Critical thinking with detail-oriented and creative problem-solving approach.
Licensed Architect (State of California preferred).
University of California and State of California project management experience highly desired.
Property Administrator Certification.
